SCERT (ODL)
Earlier Bihar used to face severe shortage of teachers. The shortage of teachers was critical and on average the schools used to open for fewer than 100 days in a year. To solve this problem recruitment of teachers was decentralized to Panchayati raj institutions and more than three lacs teachers were recruited as a result of the effort. At that time, too few trained teachers were available and thus two third of the recruited teachers were untrained. The untrained teachers were to be trained by Indira Gandhi National Open University (IGNOU). But D.EL.ED. the programme of IGNOU was not able to match the quality expectations of teacher training. Therefore, the Government of Bihar had decided to develop its own mechanism to train the teacher and the accountability was given to SCERT, Bihar.
The purpose of the programme is to train a sufficient number of teachers to meet the need of the Right to Education Act - 2009. The training will aim to help teachers become more effective classroom practitioners, contribute to nation building and build an enriched infrastructure for the teachers that can also support other needs.
