If you are not that interested in coding and if you take a lot of time to understand the core language, there is no point in opting CS even if it's in high demand. Once you enjoy what you are learning you will succeed in your job position. Otherwise, there is no point in being hung up in a course which you don't enjoy and for four years or even for the rest of your life.

Overall, while both the colleges offer good education, NIT holds a big brand name. However, factors like location and opportunities come first when in such a dilemma. Also, as you are getting the same branch in both the colleges, choose PEC Chandigarh any day.
Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.
