It's difficult to choose one between NIT Kurukshetra Civil and OEC Chandigarh CSE because both branches are different with diverse scopes and opportunities. You will have to consider a lot of parameters while choosing one of these
Personally I will suggest you opt for the CS branch unless you have any specific inclination towards civil engineering or any other branch. The excellent placements of this branch are not the only reason I am suggesting you go for it. The courses taught are rather easy and can be covered through self-study which may not be possible for Civil.
You are aware of the academic situation of most engineering colleges these days. Most professors have no interest in teaching. I believe that if you can get CS in PEC you can also get CS in NIT Kurukshetra. It has a better alumni network so it's a better option than PEC. Civil students will have options like research internships, masters or Ph.D. later, get into IES, etc.
