My knowledge is limited to IIT Patna as my brother was a student of the same and thus my answer talks about that particular institute only. Firstly, judging an IIT on the basis of its location is not logical. What matters is the job opportunities and facilities it has to offer. In that sense, IIT Patna will definitely serve you well.
IIT Patna offers one of the best UG EE Courses. For an undergraduate student, EE is one of the most challenging branches. But the plethora of opportunities it has to offer makes it a more lucrative branch too. IIT Patna EE branch includes courses from both Electrical and Electronics leaving you to decide on which field to pursue.
If you are inclined to CS and coding stuff, you can do it despite being in the EE department. IIT Patna has one of the best coders, a senior of the EE Branch who cleared Google Code Jam and was also part of this year’s ACM-ICPC Team which qualified for World Finals and Secured 56 Rank. You should do in-depth research about both these branches and then make a final decision.

80-90% of students got placed from ECE at MSIT in the 2020 placement even with the COVID-19 situation.
The average package is 3-4 LPA, the highest is 8 LPA and the lowest is 3 LPA.

Both the colleges are good in their respective courses, it depends on the applicant’s choice which college and branch to take admission into.
Branch change from EE to CSE is easiest at IIT Jodhpur. Here, students who have scored a 9+ CGPA can change their branch as there are no additional criteria. If you are talking about an easier branch change from EE to CSE, it would definitely be IIT Jodhpur, as here there is a rule that if you score a CGPA of 9+ then you can change your branch to any branch of your choice.
When my friend was a student at IIT Mandi a few years ago, she told me that 10 students from the EE branch changed their branch to CSE and a total of about 18 students from other branches changed their branch to CSE, and about 10 students from different branches to EE. Surprisingly enough, the last student to change his branch to CSE had a CGPA of 8.67.
Thus, branch upgradation is easier at IIT Jodhpur than at IIT Mandi.
Being ranked 93 for engineering in India by NIRF 2020, PES University offers a B.Tech degree in EEE which majorly focuses on aspects like devices, power electronics, control theory; signal processing. Comparatively, the telecommunication branch has less opportunities in RVCE or anywhere in India in general. It must be noted that if you aim for higher studies by clearing GATE, EEE has an upper hand as there is no paper for telecommunication thus aspirants must attend ECE paper.

NIRF 2020 has ranked GRIET 172 for BTech. EEE or Department of Electrical & Electronics Engineering at GRIET aims at providing good education to the students with emphasis upon design aspects of electrical systems.
Admissions: The EEE department at GRIET offers BTech for EEE and MTech courses for Power Electronics and Power Systems.
