Both the choices IIT Bhubaneswar(EE) and IIT Guwahati(Civil Engineering) have their own significance.
Coming to the specifics, the Electrical Engineering in IIT Bhubaneswar is quite good. The placement stats are also better than most of the new IITs. In the year 2019, around 86% of students got placed from the Electrical Engineering branch. The official average package for the batch 2017 as released by the institute was 8.5 LPA, which is more than a decent package for a fresher. A good number of Core companies, software companies and PSU’s hire Electrical Engineers (EE) from IIT Bhubaneswar. The subjects taught in Electrical Engineering, have their applications in day to day life. Hence this subject always has potential in the future.
Coming to Civil Engineering in IIT Guwahati, the civil branch may not be as lucrative as CS, IT branches. But it does offer some great opportunities. In core engineering and the Pvt sector, there are very few companies that offer decent packages. In 2019 around 77% of students got placed in Civil Engineering. The average package for this branch is around 6.6 LPA to 7 LPA. Hindustan Construction Company, L & T, DLF, Tata Projects, Gammon India are some of the major recruiters for Civil Engineering.
If you intend to join public sector, then Civil is the best branch as there is very less competition compared to other branches. You can go for PSU's through GATE or join Engineering Services. Also if you are strictly after govt. jobs, then you can take civil at IIT Guwahati.

Both the Institute are good choices for doing ECE/EE with excellent facilities likehuge libraries, good laboratories, classrooms, Wi-Fi hotspots. In NIT Durgapur, the E-study facility is also there. The faculty of both the Institute is equally good with highly qualified teachers. Top recruiters visit the campus every year for placements.
Both IIT Kharagpur and IIT Bhubaneswar are good IITs. So, it’s difficult to pick a single one.
IIT Kharagpur is one of the top IITs in India, ranking at 3 according to NIRF rankings 2019. The placement record of Chemical Engineering in IIT Kharagpur is quite good too. According to the 2019 placement report, 80% of the students got placement offers while a few of them went on to pursue higher education. Abbott India Limited, ITC Limited, Aditya Birla Science & Technology Company Ltd, Jacobs Engineering, Ansys India, Johnson Matthey India Pvt Ltd are a few of the top recruiting companies in 2019 at IIT Kharagpur.
While IIT Bhubaneswar is a new name among IITs, it’s doing quite well in placement. The ECE branch of IIT Bhubaneswar started recently and the first batch will graduate in 2020, as a result, there is no previous placement record. But the placement record for Electrical Engineering and Mechanical Engineering is quite good. The 2019 placement record reveals 86% and 83% of students got job offers from Electrical Engineering and Mechanical Engineering respectively. Also, according to the NIRF 2019, IIT Bhubaneswar is ranked 26, which is a good rank considering it’s a new IIT.
Both the IITs, IIT Kharagpur, and IIT Bhubaneswar are good choices, so make your decision according to your convenience.

DTU is ranked at 36 amongst all engineering colleges in India by NIRF 2020. MAIT is ranked at 89 by the week for BTech.
The Engineering Physics program at DTU is related to applied physics and has electronics as a major subject and minor electives which include Nanoscience, Nuclear engineering, Photonics, space, and atmospheric science, etc. Whereas,EEE strictly focuses on electrical subjects and excludes minor electives.

Engineering Physics and EEE are two completely different branches of engineering. The former has more opportunities for higher studies and DTU offers great exposure for that. Many students went on to pursue MS in Ivy League Universities from the course. Whereas EEE has better placement. You should choose the course you are more interested in and the institute according to that.
Before taking a drop for a year the question you should be asking yourself is are you taking a drop to prove yourself or is it because you want to be an IITian? This question can be answered solely by you.
If you are planning on enrolling your name in some coaching institute then strictly be true to their rules and schedule. You should avoid any extra curriculum and sincerely focus on your studies. Make sure to prepare earnestly and appear for all the exams and mock tests at your institute. Since the competition would be tough you need to buckle up to win.
You will have to be innovative in order to score well as the coaching institute would impart knowledge on certain areas only. To be the best out of the rest you need to pour extra effort. JEE Advanced requires your ability to be innovative with concept application instead of mugging up.
EEE at MSIT would be a decent option if you’re not willing to risk a drop for a year. You can be selected via on-campus placements if you put in the required effort. The faculty here is quite cooperative. The package offers are extremely good too. Here are the recent placement highlights for EEE at MSIT.

If you have set your mind on taking a drop then prepare to work really hard.
Both IIT Roorkee and IIT Kharagpur are well-renowned institutions for electrical engineering studies. It all depends on personal preferences and priorities. Some students may prefer the academic focus of IIT Roorkee, while others may prefer the research opportunities at IIT Kharagpur. Both institutes have equally good labs and research facilities. However, IIT KGP being the oldest has a slight advantage over IIT Roorkee.
All these points prove that IIT KGP is a better option than IIT Roorkee for EE.
Although many might not agree, I think ECE is much better than electrical engineering. People tend to choose IID mainly because of the brand name that comes attached to it. If the tag was to be negated, then by all terms IIT Roorkee is better than IIT Delhi’s Electrical Engineering.
Moreover, I feel Electrical has too much workload both in IIT Delhi as well as Roorkee. This does not save you time for extracurricular activities.
Delhi is one of the most polluted cities in India and does affect the overall educational experience of the students. Although my personal suggestion is to opt for IIT Roorkee ECE, it’s better to talk to students from both institutes and branches.
I assume that you haven’t decided on a specific branch and hence you have multiple options open from different institutes and branches. Before I give you my suggestion it’s important to know that most non-CS students at IIT Bombay and IIT Kharagpur try to get a job in CS only. For this, they learn programming and sit for non-core placements.
For the same reason, I am recommending you join either BHU or Guwahati (CSE).
In the end unless you are a North-Eastern, BHU is the best option for you. Either way you are good to go and thus can make a decision that suits your location.
