However, at times there is an internal sliding in the college. Suppose, the seats get vacant in the topmost branches, the college gives a chance to students according to their rank to change their branch.
So, if you are allotted with any branch then go for it.
My elder sister joined the CSE program in 2019. Her rank was better, but with your rank, you cannot get CSE in the sliding round but you can definitely get into the ECE program with ease.
I presume you're from the Delhi state quota because only then you'll get into the ECE program at MSIT with ease in the 3rd sliding round; but, it's not possible to get into CSE, not even in the spot round.

I have a few friends from IET DAVV Indore, and according to them, if your general merit list rank is 19k then there are good chances for admission at the institute.
