Why is the SLC College cutoff higher every year?

The cutoffs of SLC remain higher every year due to various reasons such as popularity of the courses and college, low difficulty level of board examination, ratio of number of students exceeds the availability of seats, or higher marks obtained in class 12th Which causes tougher competition etc.

Can I take admission to B.A. (H), if I qualify for the SLC cut off in the first list?
