The job opportunities in both Chemical and Civil are very limited and it’s also difficult to switch domains later. The core opportunities consist of more of a blue collared job. One can go for Government jobs if interested.
Go for CS in BITS Goa if you are looking for excellent placement opportunities or higher education. CS provides excellent opportunities in terms of higher studies and research work. But if you are adamant about Civil or Chemical, go only if you are genuinely interested, and that too after in-depth research about the nature of work.
The only drawback of joining BITS Goa is the exorbitant fees which might be a major issue for many. Apart from this the branch is very promising and is expected to grow more so. It’s recommended to contact working professionals in the field once and enquire about career prospects. Also, go for CS only after gaining a basic level of coding skills.

To secure a 10 CGPA in IIT Roorkee, you will have to become a book nerd and adopt a no-nonsense attitude.

I am not saying that taking a dropout is a bad decision. Most people who appear for JEE more than once tend to score better after the first time. It is not an issue and don’t let people convince you otherwise.
However, you should have a very just reason for taking a drop. Just because you couldn’t get into your dream branch does not mean, you cannot do well in other branches. In that case, you can consider the CS branch of other 2nd-tier Engineering colleges rather than taking a drop year. Moreover, you will be answerable for the same in your interview, and might work against your favor in your interview.
On research, you will find that the median salary of IIT Guwahati and other engineering colleges is almost on par with that of IIT Kanpur and Madras. There is a difference, but not big enough to make you take a year drop out. Ultimately, only you can make the decision but I have laid down the cards, make a wise decision.

Getting into IIT is a big achievement only if you manage to choose the right branch for yourself.
You should analyze your ambitions and interests in a particular field and determine what you possibly imagine yourself to be doing in 5 years and then make an informed decision. Clarity of goals is extremely necessary to make this crucial decision of choosing a branch.
If you want to enter politics, then your branch hardly matters.
If you want to become an entrepreneur try to get an idea of the type of company you want to start
