No, the XLRI HRM program is one of the oldest and most respected HRM courses in Asia, which gives it a higher brand value than the SCMHRD HR program. However, going to a prestigious B-school is not the only factor that determines success as an HR professional. What matters is how good someone is at their work over the years. There are many well-respected HR heads from SCMHRD, and I've personally encountered multiple SCMHRD alumni who are brilliant.
Anyone who completes the HRM program from XLRI gets the same facilities as any other who has completed the program. Excluding the students who have taken year drop(s), many of your peers will have the same background.
On the other hand, there are companies that specialize in HR consulting profiles like Hay, Hewitt, EY, KPMG, etc where you will have to engage clients in more HR work related to design and less work of administration/maintenance.

International Management Institute Delhi has been ranked 28 for MBA by NIRF 2020. IMI Delhi provides post-graduation management and doctoral courses. It is among the only 5 B-Schools in India with AMBA accreditation. Whereas, XISS Ranchi has a NIRF Ranking of 76 for MBA. Both IMI Delhi and XISS Ranchi offer decent Post Graduate Diploma Management programs in Human Resource Management. It is a 2-year duration course.

It all depends on your goals and aspirations but these colleges will give you a good value for money. If you want to switch and pursue a career in management then it is a good choice to leave the job and enroll in any of these colleges or if you like government jobs and want stability in your career then continue with your current job. Even if you take a loan you don’t have to start paying it back right away, you will get at least a year of moratorium and the student or education loan has one of the least interest rates, worry not.
