Electronics, although a vast branch has limited scope in colleges like VSSUT. So, I would not recommend you to take ETC in VSSUT.
You will face many problems, especially in practicals. The lab equipment is outdated hindering the practicals. Most students copy from each other and rarely do students solve a practical question on their own. The professors are also underqualified so your only saviors here are the toppers or the geeks.
The grading is pathetic and some professors don’t give marks unless they know you personally. Students are required to wear formal and clean shaved faces for the next 4 years, unlike the students of other branches.
The lab records will be disapproved and you will have to write it again and again. The students of this branch get back in their exams frequently. The fault is in the faculty members and yet no action is taken against them.
Although I recommend you not to join this branch, you can consider talking to the seniors once before making the final decision.

Both CET and VSSUT offer equally good quality education. The teaching scenario is similar and students have to usually depend on self-study. The curriculum is outdated and faculties have the least interest in imparting knowledge apart from regular coursework.
Core placements, however, are better at VSSUT than CET. This is because VSSUT is at least 25 years older than CET and has an elaborate alumni network across many top companies. However, overall both institutes have pretty good placement scenarios.
CET however is better in terms of co-curricular activities, availability of coaching, connectivity with the rest of the state and country, and quality of living. CET students have a record of performing well in competitive exams like GATE, CAT, ESE, UPSC CSE, etc over the years. It’s also better in terms of infrastructure.
Overall, there isn’t much of a difference in terms of college life as the quality of your peers will almost be the same.
The choice between VSSUT Burla Mechanical and NIT Rourkela Food Processing depends on whether you are a fresher or a dropper and your plans.

The ETC branch in VSSUT is not a good option at all. The curriculum is rigid and students have no option but to mug up the books prescribed by the professors. Sometimes the professors even prescribe the wrong books and students end up failing. You will have to consult your seniors regarding the books you have to follow. The teachers are least interested in teaching and you will have to depend on self-study.
The professors are so arrogant that if you reach the class even a minute after the professors, they don’t let you sit in class.
The laboratory equipment is old and obsolete. Hardly is there any instrument that works? Students are expected to work in such lab conditions and conduct experiments. Most of the time the teacher himself has no idea about the lab experiments. The worst part is that students have to be dressed in formal.
I will suggest you reconsider your decision if you are planning to take this branch.
The hostel facilities in VSSUT are excellent and the mess serves good quality food better than most engineering colleges. Usually, Dal, rice, and papas are served every day. Items that are changed every day include paneer, chicken, tadka, egg curry, cauliflower chili, chicken and paneer chili, and Manchurian. On special occasions, ice cream, patties, and masala papad are served in the first-year hostel.
The main issue VSSUT students have to deal with is the inconsistent water and electricity supply. The hostel provides LAN wires but students have to buy a router.
Overall, the hostels are well-maintained and surrounded by greenery offering a good environment.
