Which one to choose, lower NIT or College of engineering, Pune or DTU ?
DTU should be your priority. It is one of the oldest Indian Engineering institutions. It has a brand name and a good reputation. It has better placements, campus, college life, location, etc. than COEP. Only NIT Trichy and NIT Warangal are on par with DTU. Mechanical is a renowned branch at DTU. The Mechanical department has many innovations to its credit. For example, the first Biodiesel Lab in India.
I know someone who did his B.Tech Mechanical from COEP. He chose COEP over a top NIT. According to him, it was not a wise decision for his career. Teaching is done mostly in Marathi at COEP. Some of the faculty members are underqualified and not up to the mark. This made him lose interest in learning and resulted in poor personality development.
At NITs, you study with people from across India and this offers exposure to different cultures. The NIT brand also has its added advantages. NITs have a standard grading system known in the industry. When you graduate from COEP and go to, say IIMs, the grading system at COEP causes a lot of hassle. COEP does not offer cross-culture exposure. Though the labs at COEP are big, the equipment is outdated and non-functional.
A benefit is that COEP is located in Pune which is an automotive hub. Therefore, Mechanical students get to connect with the automotive industry. Pune automotive industry has a large number of COEP alumni. All this allows you to do a lot of live industry projects while on campus.
Overall, choose DTU and if you do not get admission into it, go for lower NITs.
Should I attend San Jose State University or Portland State University for Computer Science if I'll receive cheap tuition at both? Why?
Both of them are equally good and provide comparatively cheaper education in the field of Computer Science. The only difference you will experience is in the living conditions, location, cheaper lifestyle, etc. Some other things you should focus about are the placement opportunities, average salary obtained by the students of that University, living expenses, etc.

How is the AFCAT different from the CDS?
Airforce Common Admission Test and Combined Defense Service Examination are written exams accompanied by an SSB Interview in order to pick appropriate young boys and girls for India's Defense Forces. Exam Pattern:

The AFCAT exam consists of a single paper that includes English, GA, mathematics, and reasoning, with a total of 100 questions which are to be completed within 2 hours.

The CDS exam consists of three papers English, GA, and Mathematics. For students opting for the OTA(Officer Training Academy), mathematics is optional. There are 120 questions in each paper and the time is 2 hours.
Level of Difficulty:
For each topic in both tests, the level of difficulty varies. The reasoning is considered to be the most difficult segment of AFCAT.
Results of AFCAT1 and AFCAT2 are declared by the end of March and September respectively, while the results of CDS1 and CDS2 are declared by June and January respectively. After the results are declared, students are scrutinized through SSB Round.

Which is better, Sikkim Manipal or Manipal University Jaipur?

Is doing engineering from SGSITS Indore with BM, IP, or ET from IET-DAVV better than taking CSE from Acropolis?
It depends on what you expect as the final outcome from your degree. If you are looking for just a degree, SGSITS is a good choice. But doing engineering just for the sake of it does not make sense. You should figure out what branch you want to study in before making any decisions.
BM and IP:
These two will not fetch you that much capital since the placement options are limited. Your chances will only increase if you are from an IIT.
CS:
Computer Science Engineering is the most reputed among students. It will fetch quite a decent package but you will have to work for it on your own, irrespective of which institute you choose.
ET:
ET is a branch that can prove to be quite fruitful for you. Placements are really good to a certain level and you are bound to cop some of the top ones if you study seriously.
