So, it can be concluded that both of these institutes are equally good. One of my friends was a former student of HBTU, so he was quite partial to his institute, as he studied there, so he knew better.
From the year 2018, to get admission to HBTU, the student has to qualify 12th standard board exam from UP, or their parents must belong to the UP domicile.

I personally believe VIT is overrated because a friend who did not even pass mains received 2000 AIR in VITEEE. In the CBSE 2016 boards, he scored 78 percent, which was below average.

UPES Dehradun does not have a good enough reputation as it does not appear anywhere in the national rankings. On the other hand, Nirma University ranks among the top institutes. It is often in the top 50 best colleges in the country. It is one of the best in Gujarat and is also on equal footing with most of the NITs.
If you want to pursue CSE at Nirma University, the placements offers will be lucrative. The packages can go as high as INR 18 LPA. There are also tons of activities organized by the university which take place every now and then. You can participate in those for honing your skills.
A friend of mine used to be a student of Nirma University and he came across a few students of UPES Dehradun while he was doing an internship. From what he gathered, he thinks the institute is not up to the mark and leaves a lot to be desired. UPES Dehradun focuses more on technological knowledge.
You can opt for Nirma University for B.Tech without any second thought. The university offers great industrial exposure for the course.
PEC Chandigarh is a better option for Computer Science and Engineering, considering the factors of placement, curriculum, and the overall development of the students in the institute.
