NIT Allahabad is a better choice than NIT Jamshedpur, especially for CSE. If you are not getting CSE, try going for IT because the branches are somewhat similar. Moreover, NIT Allahabad has options for internal sliding too so you can try your luck there. Chances of sliding to CSE are rare so you can try going for IT instead.
Also, If you are considering joining a core branch, except CSE, IT, and ECE, remember that you will have to appear for GATE in the last year to get a job in PSUs.

You will have to get at least rank 2000 for DTU and 3000 for NSUT Delhi.

Financially too IIT Bhubaneswar dual degree is a poor decision. You will waste one year earning nothing and be paying extra fees all the more. BITS Goa CS m is better in almost all aspects like its alumni, start-up culture, placements, and campus facilities. So, I will recommend you choose BITS Goa over IIT Bhubaneswar.
There are no specific placements for CSE as it's just one of the many branches of engineering. Most companies like Oracle and Fidelity allow students of all branches to sit for placements while some big companies like Microsoft only allow B.Tech CSE ECE EEE, and M.Tech CSE students who have qualified for the CGPA cutoff 7. Every company has its own CGPA criteria and to stay on the safe side and be eligible for the maximum companies try to score 7+. So if you fulfill the criteria, you can apply for any company irrespective of the branch you are from. For shortlisting, CS companies conduct online coding tests after which you are selected for the interview. So no matter which branch you belong to, you have to be proficient in coding.
