One of my friends completed his Engineering from NIT Raipur recently and I think his review will help you in choosing one between NIT Raipur and NIT Mizoram.
In my opinion, NIT Raipur is much better than NIT Mizoram.
In my opinion, choosing NIT Raipur is the best for CSE. CSE branch requires inculcating skills that will give you an upper hand in placements. The faculty, curriculum, and the institute do not matter much. That being said, NIT Raipur seems to be the best option because it has flexible attendance policies. You might lose a few marks in your TA if you skip classes often but trust me that doesn't really matter in the long run. You will be preparing yourself for something big in exchange.

So, if you prioritize skills over money then choose NIT Raipur but if your only goal is to get placed, then NIT Patna will serve you best.
There is no such dress code for first-year students. However, you are asked to wear formals during practical exams and on occasions like function/party.
On the other hand, there are lots of restrictions on the dress code of girls.
For boys, there are no such restrictions but that doesn’t allow them to walk in shorts in premises.
To be more accurate every day students wear jeans and T-shirt on a normal basis. Yes, sometimes seniors do expect you to be in formals and you should listen to them. But so far there are no rules for specifically wearing formals. You can wear what you feel comfortable in.
HBTU is one of the top autonomous and oldest universities in British history. It has a legacy of its own and is well-known among students. NIT Raipur on the other hand is the second lowest NIT in NIMCET.

Had I been in your place, I would have gone for HBTU since it has a slightly better reputation than NIT Raipur.

The electronics and Telecommunication branch requires a lot of hard work and dedication as the branch lacks core placements.

Additionally, students of the CSE department are also offered decent internship opportunities. NIT Raipur has an extensive alumni base that helps attract better and more recruiters. The placement scenario at IIIT Raipur is not as good as NIT Raipur and is relatively new so it has a non-existent alumni base.
So choose NIT Raipur over IIIT Raipur without any second thoughts.
Irrespective of whichever branch you are getting the preference order for the aforementioned NITs is NIT A > NIT B > NIT R.
However, your interest plays a big role in determining the right branch for you. Some choose a branch they are genuinely interested in while some go for a branch that provides better opportunities.
In the first case, their passion leads them in their career while in the second case, the plethora of opportunities will be the guiding light. Students are in general confused about choosing a good college over a good branch or vice versa. I will advise you to always prioritize your interests in that case because you will have to pursue that field not just for 4 years of graduation but throughout life.
