As one of my friends studied in NIT Goa, I might be able to help you with your question. Keep these facts in mind before making any decision.

For the students who are in the general category, it has been found in statistics that the home state quota seats have been filled up to the 45000 rank.
This is no cause for getting disappointed. There are always other options.
If the seats in NIT Goa are vacant, you may just end up bagging one.
No one knows what the future has in store but keeping your options open never goes wrong.
Keep making efforts though if you want to achieve your desired goals.
In the current scenario however, it would be very tough for you to get admission in NIT Goa with your current marks in the general category.
Situations were different in the past but it has been a long time since then.

You can check the cutoff of the previous year from the website of NIT Goa. Goa residents have a chance of getting admission, though.
