Which is better for civil engineering IIT Gandhinagar or IIT Bhubaneswar?

Both IIT Gandhinagar and IIT Bhubaneswar are among the 2nd generations of IIT and according to 2020 NIRF Ranking they are ranked quite close- IIT Bhubaneswar(22) and IIT Gandhinagar(24). This indicates both these IITs are almost at the same level in terms of infrastructure, academics, sports facilities, and other extracurriculars.

IIT Gandhinagar has a better teacher-student ratio of 1:10 as compared to IIT Bhubaneswar. The 2019 placement highlights indicate the civil branch had an 89% placement rate at IIT Bhubaneswar and the average placement package offered was around 11.4 LPA. However, IIT Gandhinagar had an overall placement rate of 80% with an average placement salary of around 8.29 LPA.
