It will be difficult to get good government colleges with an SC category rank of 24256 in JEE Main. Seat availability depends on various factors such as competition, cutoff trends, total number of students applying, etc.  You can apply for the counseling and wait till the spot round admission. Many colleges offer spot-round admissions for vacant seats.
