The ultimate factor to decide should be your proximity and regional parameters.
There is nothing such as a better college. It all depends on where you want to see yourself 10 years from now. But considering the current scenario, DTU is ahead of NIT Jalandhar.
Being located in the capital, the environment and culture at DTU are better. You will also get to avail better facilities here.
You can prepare for TOFEL, CAT, UPSC for which the college institutes in Delhi are best.
Apart from this, the placement scenarios are equally good at both colleges. The only thing better at NIT Jalandhar is its tag.
NIT Jalandhar is a deemed university founded as a joint venture between Govt of Punjab and India. The institute offers more than 50 courses in 12 academic departments. There are many companies that visit the campus, and thus the placement is good.

You may not find NIT Jalandhar to be particularly focused on coding, but there are some skilled coders and developers in the student body.

I am here to tell you how good or bad NIT Jalandhar is based on the parameters you mentioned.
Study: At NIT Jalandhar, the study does not really depend on professors. You will have to retort to self-study. The professors are either too busy or just read out bookish knowledge. So in this term NIT Jalandhar is average.
Culture: The culture at NIT Jalandhar is excellent. Ragging is banned and seniors are very supportive. Hostel facilities are also pretty good. Besides this, the college hosts 2 events every year. There is TechNiTi which is a technical fest and Utkansh which is a cultural fest.
Research: The research scenarios at NIT Jalandhar are very lacking. The professors don’t pay emphasis on research at all. They just focus on teaching the topics that will be covered in the theoretical exam. However recently some professors have started helping B.Tech. students write research papers.
Placements: Generally NIT Jalandhar offers good placement opportunities. The CSE, ECE, ICE, MECH branches get 100% placement rates. But the same has decreased for Textile, BioTech, civil, chemical and are decreasing since 2015.
There are three hostels for girls at NIT Jalandhar namely GH1, GH2 and MGH. My friend was in GH1, which is the first-year hostel. Some rules that girls need to follow here are:
Bring your own cutlery and crockery
Bring your own mattress, pillow, blanket, linen, curtains, bucket, mug and table lamp.
Girls are not allowed to leave Hostel premises after 8:00 pm
You will have to mark your attendance in person.
You cannot change your allotted room
Follow the instructions mentioned in the notice board
Any complaints should be reported in writing to the Caretaker with a copy to the Warden.
Apart from these rules, the girls hostel follows a strict schedule for every meal.
Breakfast: 07.30 am to 09.30 am (On working days) 08.30 am to 10.30 am (On Sunday, Saturday and other holidays)
Lunch: 12.30 pm to 02.30 pm
Evening snack: 05.30 pm to 06.30 pm
Dinner: 08.00 pm to 09.30 pm
Note: Food cannot be taken by the residents outside the Dining hall.
Most of the top colleges like IITs and NITs allow all branches to sit for placements. But it’s a fact that Mechanical Engineering has stooped to a new low since 2020. The placements have become miserable now. Some tips you can follow to sit for placements are:
Maintain a good CGPA ( 8.5+)
Become proficient in coding
Maintain a good rank in websites like CodeChef, Hackerrank, Hackerearth, etc
A good resume is always the top priority for any candidate
But it mainly depends on the placement cell whether they want to allow you for a CS job or not. In most cases they do but if not you can always go for off-campus placement with your NIT tag.
Both NIT Jalandhar and NIT Silchar are reputable institutes for their respective fields, Chemical engineering and Computer Science. However, the decision ultimately depends on your interests and career goals.
In my opinion, it's better to choose NIT Silchar CSE because it's very challenging to upgrade your branch from Chemical to CS later. So unless you are confident of being able to change your branch, choose NIT Silchar without any hesitation. Ultimately, the decision should be based on your interests and career goals.
The choice mainly depends on the individual as both disciplines are entirely different. Firstly decide if you want a career in the corporate industry or not. Biotechnology is a very good subject with numerous opportunities, but it lags a bit behind in the Indian market.
On the other hand, there is a huge demand for CSE graduates both in India and abroad. Due to the immense popularity of and sudden rise of IT firms, there are many opportunities. You will never have to struggle to get a job in a reputed company.
Placements are better for CSE graduates than Biotechnology graduates. Choose the one that suits your interest.
