The change of a particular branch takes place at the beginning of the second semester. In fact, it depends on how hard you have worked for it. There are several students from branches of ECE, Electrical, and Mechanical who have secured themselves an upgrade to CSE.

Thus, your branch does not affect anything and can be upgraded if you have good marks. Now, to acquire an upgrade, especially to a branch-like CSE, you have to be a 10 pointer. It is because you are required to compete with students from various other branches as well.

It's difficult to choose one between NIT Kurukshetra Civil and OEC Chandigarh CSE because both branches are different with diverse scopes and opportunities. You will have to consider a lot of parameters while choosing one of these

Personally I will suggest you opt for the CS branch unless you have any specific inclination towards civil engineering or any other branch. The excellent placements of this branch are not the only reason I am suggesting you go for it. The courses taught are rather easy and can be covered through self-study which may not be possible for Civil. 

You are aware of the academic situation of most engineering colleges these days. Most professors have no interest in teaching. I believe that if you can get CS in PEC you can also get CS in NIT Kurukshetra. It has a better alumni network so it's a better option than PEC. Civil students will have options like research internships, masters or Ph.D. later, get into IES, etc.

PEC Chandigarh is a very good engineering college but somehow it lacks a reputation in the industry and this college is unable to produce any skilled engineers for a long time. 

  • Colleges like DAIICT/LNMIIT are less popular colleges than PEC Chandigarh but it has much more recognition and reputation in the industry which attracts many companies to visit the college for campus placements. 
  • An electronics engineer is the one who can make use of their command over the low-level computer programming languages and make the computers do whatever they want them to do. 
  • There is also a high demand for skilled electronics engineers in the industry but sadly no major electronic engineering companies carry out campus placements at PEC Chandigarh. 
  • Most of the degree holders from such colleges remain unemployed or have to look for other opportunities through off-campus interviews.

Hence, it is not preferable to do M.Tech in ECE from PEC Chandigarh as it has a low reputation in this branch and as a result, you might have to struggle to look for decent jobs or even remain unemployed.
