According to my friend at IIT Ropar, the first batch of Microelectronics and VLSI Design was from 2019-2020, where there were only 10 and 7 students for the M.Tech and Ph.D. course respectively.

Some industries visit IIT Ropar in the first semester and the selected students have to choose to work with them. The 2nd year project can be completed in any company also if a student wishes to. The department helps the student to find the company if the student wants and if not then he/she can do the project on the campus itself.
Anyone getting admission to any IIT should not consider NITs then. It’s true that the old IITs have better infrastructure and brand value than tier-2 IITs but these new IITs are still in their development stage and haven’t reached their conclusion. Considering their huge growth over the past decade, they will reach new heights in the future
The new IITs provide better opportunities and freedom to students as the foundation of the college isn’t very strong so they build it alongside. The students grow and develop their personalities along with the growing institute. There is no compromise in the quality of education as the faculty is recruited after tremendous filtering.
The branch is more important than the college so don’t choose a less preferred branch in an old IIT just for the brand value rather go for the branch of your choice in a new IIT.
As for Physics, it requires genuine commitment and interest. Go for it only if you are certain of a career in it as the options in this branch are limited in contrast to Electrical Engineering. That being said, IIT Ropar is one of the best second-generation IITs, and its curriculum is very flexible and the location is also great. So my final recommendation would be to go for IIT Ropar Electrical.
IIT Ropar organizes three fests annually. They are the cultural fest or Zeitgeist, the technical fest or Advitiya, and the sports fest which is called Aarohan.
Also, IIT Ropar is the only IIT that organizes the Baja Sae India. The goal of this event is to design and build off-road vehicles that can beat the rough and harsh terrain. Students work hard in building the vehicles which they will demonstrate in the three-day event. A huge number of competing institutes also participate.
If I had to choose from IIT Ropar, IIT Gandhinagar, and IIT Roorkee, I would have gone for IIT Ropar. Let’s compare the institutes and their branches individually.

Overall Development: IIT Ropar is a student-run college. The students here are the fuel driving the college. Most of the activities from the orientation of new students to the mentorship of juniors during placements are handled by the students themselves. These opportunities help them identify their own true self and capabilities. They just don’t grow academically but also as a whole.
Interdisciplinary Learning: IIT Ropar promotes interdisciplinary learning. In fact, many EE students take up CS courses as electives and end up with CS jobs.
Brand Name: No matter how much one devalues this aspect it is indispensable. The IIT tag you will carry throughout your life will help you get admission to higher education and also jobs.
Crowd: The crowd at IIT is one of excellence. Everyone is ambitious and here to achieve great heights. These peer groups become a source of constant inspiration.
Alumni Association of IIT: This plays a significant role in developing and guiding placement drives at IIT Ropar. It offers mentorship to students and works with placement cells to ensure the best placements.
You can consider the same factors and compare the other two colleges. But I think IIT cannot be compared to just any college.
Both IIT Mandi and IIT Ropar have strong electrical engineering programs and are highly regarded in the field. However, it ultimately depends on your individual preferences and priorities. Some factors to consider may include location, campus culture, research opportunities, and specific faculty members or courses that align with your interests.
From one of my close friend's experience, IIT Mandi is a much preferable choice to IIT Ropar. IIT Mandi shifted to its permanent campus way easier than IIT Ropar and thus has better infrastructure and lab facilities. As far as the faculty is concerned, Rest assured, you will never get to doubt the teaching parity of the instructors of both institutes. The professors take an active interest in research and encourage students for the same. The faculty-student ratio is also quite good. IIT Mandi EE department’s Director himself is from an electrical background.

Owing to its close proximity to Chandigarh, IIT Ropar offers a better urban lifestyle than IIT Mandi. IIT Mandi on the other hand is known for its surreal campus surrounded by natural beauty. IIT Mandi will never disappoint those who want to explore the serene beauty and are nature lovers.
IIT Ropar can be a better choice for you than IIT Mandi. The infrastructure of IIT Ropar is commendable; they have recently shifted their campus to its permanent location and have seen immense growth in the last few years.
The campus is spread across 500 acres with mind-blowing facilities, including utility blocks, hostels, and a sports complex. All the building blocks of the college are super structured, and the campus is eco-friendly, which offers students the opportunity to relax and study in nature.
IIT Ropar will not burden you with work; you can easily get on track using a consistent study routine and a love for your subject. There are only five working days per week, consisting of five hours per day accompanied by a ten-minute break after each hour. The classes are really good, and you can also use the library facility for more reference. The students are given only a limited number of assignments and tutorials by the lecturers. In the tutorial session, you can discuss your doubts or any issues with the teachers. They are ready to help their students.
Apart from all this, IIT Ropar has got the 33rd position in India in the ranking 2023 held by the National Institute Ranking Framework and the Union Ministry of Human Resource Development.
So IIT Ropar is a good option than IIT Mandi.
Rather than answering your question directly, I will answer in such a way that will help you answer it yourself in the best possible way. It’s always best to make your decision in your own. Others can only guide you, the ultimate decision should be made by you. MSc is a degree that opens 3 opportunities,
Higher Studies: For this, the primary step is to go through the course structures of both the IITs and look at the faculty list and their respective research areas. See if their areas of research align with your interest. Some advanced courses will be introduced which might vary from IIT to IIT. So analyzing the people and course structures is way more important than just choosing the institute.
Placement: Unfortunately, MSc has very limited placement options and chances of landing a good job are bleak even if you are from an active old IIT.
Joining a coaching institute should be your last option.
There’s no parameter to find the best scholar in Ph.D at IIT Ropar. Everyone has a different skill set and they excel in that. No one can compare the abilities of a fish to swim or a bird to fly.
All the Ph.D. scholars have different domains of research in the departments such as physics, chemistry, mathematics, electrical engineering, mechanical, computer science, and biomedical engineering. In this particular domain also, there are different faculties and different projects. No one can ever compare them.
In the other factors, there can be the best scholars in terms of beauty or any other personal criteria. All the Ph.D. scholars at IIT Ropar are friendly, hard-working, sincere, interactive, and knowledgeable. They help their juniors.
Considering the options you have and your JEE Rank, IIT Ropar is the most suitable college for you.
