Should I take admission in IIM Shillong this year or prepare again next year?

You will have to do ABM courses in your 2nd year with an option to take 2-3 electives, whereas in PGP you will be provided almost 15 electives.

Will doing a double MBA from XLRI or ISB help me after an MBA degree from IIM Shillong?
Doing another MBA from XLRI or ISB, won’t upskill your profile to a huge extent. Unless you are looking for a different specialization, it will be better to invest your money and effort in getting relevant certification and training. - IIM Shillong, XLRI, and NMIMS have libraries, computer centers, seminar halls, auditoriums, sports facilities, and hostels.
