According to these facts, IIT Hyderabad will be the better choice than IIT Bhubaneswar for Computer Science but the choice is yours, so make your decision wisely.
I am not sure about Chemical Engineering at IIT Kharagpur but I can vouch for IIt Bhubaneswar, you can opt for any ECE, EE, or Mechanical engineering from IIT Bhubaneswar.
Firstly, let me make it clear that Kanpur, Delhi, and Mumbai are preferred over IIT Kharagpur and IIT Madras for almost every branch. The main reasons are as follows.
Placements: The placements at IIT Kanpur are slightly better than Kharagpur.
Trend: While choosing an institute, students tend to choose an institute based on the past year’s trend. Since the campus placement record for the top 5 IITs remains the same over the past 5 years, students tend to go to these institutes.

Both IIT BHU and IIT Hyderabad are new IITs. However, IIT BHU is an old institute and later on converted to IIT while IITH is newly constructed. IIT Dhanbad is best for pursuing mechanical engineering. It provides students with top-notch academic resources and amenities. Additionally, the placements are fairly decent. Every year, between 70 and 80 percent of students in the mechanical stream get placed. The former is better IIT Dhanbad was established in 1926 whereas IIT Jodhpur came in 2008. In terms of placement, faculty, ranking, and academic excellence IIT Dhanbad stays in the upper hand for pursuing mechanical engineering than IIT Jodhpur. MANIT, Bhopal offers a good Computer Science Engineering course. In recent years, some new courses have been added as electives for the course. These courses include Machine Learning, Image Processing, Big Data, etc. Students can study these courses from their 3rd year. However, there are no good faculties to teach these courses in depth.
The course work includes only one programming language, i.e. C programming. It is very basic and taught by contract professors. Students are required to do two projects. Most students do Machine Learning projects.
The computer labs aren’t in good condition. You will need to do most of the work on your personal computer.
Compared to most NITs, MANIT Bhopal offers good placement opportunities for CSE. Recruiters like Amazon, Microsoft, Goldman Sachs, etc. visit the campus placements. For CSE, the average CTC stays around INR 12.5 LPA.
First of all, it is one of the most sought out branches here in BIT Sindri, so definitely if you are studying CSE and the world of coding fascinates you then go for it. Without a doubt, I can say that if you are good at coding and you are really passionate about it then the college doesn't matter much because there are many good online courses and competitions available to prove your skills.

In terms of placements, you will be placed, but not in the companies you desire. Metallurgical engineering clearly outperforms the competition. To be honest, production and chemicals are not great, but it also depends on the person, as I have seen my seniors from these branches get placements in Vedanta and Tata with good salary packages.
