IIEST Shibpur: One of the oldest institutes in the country.
IIT Gwalior: CSE-oriented college and as prestigious as NITs.
NIT Durgapur: A prime REC-to-NIT
NIT Jamshedpur: An old RIT/REC-to-NIT with excellent facilities and infrastructures.
NIT Jalandhar: An old REC-to-NIT
NIT Delhi: It lies in the capital and enjoys better connectivity.
NIT Goa: It is a new college, but lies in the coastal zone and has better connectivity.
NIT Hamirpur: Included in the NIRF rank list, but communication/connectivity is poor as it is located in hilly terrain.
Remember that the order can always be changed based on your own convenience regarding location. The general order is:
IIEST Shibpur>IIT Gwalior>NIT Durgapur>NIT Jamshedpur>NIT Jalandhar>NIT Delhi>NIT Goa>NIT Hamirpur
There is nothing called a better college. One college can be good for you but bad for others. Similarly a college can be bad for someone else but perfect for you. Every college has its own flaws. So it depends on how much you are willing to overlook and get the best results.
Still if I have to make a choice among the above colleges, I will go for NIT Hamirpur. The peaceful ambiance and beautiful infrastructure is worth it.
Without second thoughts, IIEST is better than all the colleges you mentioned. The institutes that are better than IIEST are the top 7 IITs, BITS Pilani, IISc.

Go for IIEST, only if you are interested in doing research further, you can make some good contact there which will be helpful. But from a placement point of view, NIT R will be better for a CSE course.
IIEST Shibpur offers a good infrastructure to its students. Discussed below are various facilities available at the campus.
Air Conditioning: It is as per the departments to whom they supply air-conditioners. Some possess ACs in classrooms, some in labs while some in offices. This varies with the department. None of these is provided in the first year.
Sports:
Culture: The student culture is about to change as IIEST will take students from JEE Main or even Advance. Quite some time ago, the school always had a good share of other state students which was considered quite large for a government institute.
Campus: The campus is undoubtedly one of the most beautiful in India and there are tons to explore. Seeing everything here needs at least a minimum of 2 years.
Flooding: The place gets regular rainfall due to The Botanical gardens. Yet, flooding is not a problem, usually.
