That being said, I would recommend you to go for IIT Bombay irrespective of the branch you are able to make it into.
Overall, IIT Bombay will give you a sense of freedom to explore everything and broaden your opportunities.
On an overall scale, Civil Engineering from IIT Bombay will be a better option. But you should always give preference to branch over the institute. If you aren’t an IT enthusiast, choose IIT Bombay. IIT B is the best option among these for pursuing an MTech in Industrial Engineering. Your preference order should be IITB>IIT KGP>IIT K>NITIE. IIT B has an innovative course curriculum. You will learn optimizing techniques and algorithms. The course work and curriculum inspire research.
Companies such as Deloitte, Mahindra, Accenture, Sony, etc. visit the campus placements. The highest salary offered for MTech Industrial Engineering goes up to INR 19 LPA.
NIRF rankings are not the sole factor that determines an institute's worth and credibility
Usually, rankings systems evaluate an Institute based on aspects such as international students, international faculty, and research which don’t matter much for a UG student.
Even without the JEE, IIT Bombay has always been a much more preferred IIT than Madras mainly because of its location advantage and thus excellent opportunities.
IIT Bombay is preferred because of herd mentality as most JEE toppers consider only IIT Bombay worthy of their rank. It’s like because that has been the usual trend, they have to follow it. In reality, IIT Madras has its share of toppers though the numbers might be less in comparison to IIT Bombay.
People usually choose one from IIT Bombay or IIT Madras over the other because of geographical reasons and not academic reasons.
Academically, it’s the course you are choosing that decides which Institute is best for you. As far as CS is concerned, the program has equal rigor and dynamism at both institutes. However, IIT Bombay has a slight advantage over IIT Madras considering the academics.
If you are concerned about the culture, both institutes offer great ambiance. It’s just a myth that North Indians find it difficult to settle in IIT Madras. Hindu is spoken in almost all IITs and only food might disappoint you a bit. However, culture is a secondary aspect and what matters is the quality of education offered at that Institute. This varies from course to course.
Both institutes will help you create amazing memories and offer an excellent college-life experience. So, the best college for you will depend on your individual needs and preferences.

I assume that you haven’t decided on a specific branch and hence you have multiple options open from different institutes and branches. Before I give you my suggestion it’s important to know that most non-CS students at IIT Bombay and IIT Kharagpur try to get a job in CS only. For this, they learn programming and sit for non-core placements.
For the same reason, I am recommending you join either BHU or Guwahati (CSE).
In the end unless you are a North-Eastern, BHU is the best option for you. Either way you are good to go and thus can make a decision that suits your location.
