Yes, you can easily get into CMC Ludhiana with AIR 257. In fact, with such a good rank, you can get into any top 10 medical colleges in India. I fail to understand why you are considering CMC Ludhiana as your only option unless you are a local of Punjab and dont want to move away from home.
CMC Ludhiana is one of the best medical colleges in the country but unfortunately, it has only 13 seats for non-Christians and also charges fees higher than government colleges.
However, there isn't any guarantee of admission even with this rank because the counseling is conducted by a state health university and Punjab gives preference to its own resident students. You will be considered only If seats are left vacant in the third or extended second counseling.
PGIMS Rohtak is one of the top medical colleges in India and has better OPD, better infrastructure, better fests, and more SS seats than AMU. You will be surprised to know that it has a separate super-specialty building. However, on the flip side, PGIMS students have to serve a bond of 2 years after MBBS and also have a lesser stipend than AMU.
It is easier to get general medicine in PG at AMU with AIR-7000 just after completing MBBS while in Haryana clinical PG seats are only available in PGIMS. So it will be quite difficult to get a general medicine seat in Haryana. Moreover, the academic environment at the UG level in JNMC is pretty good even if PGIMS is superior in OPD and infrastructure
The fees charged by JNMC AMU are quite less in comparison to PGIMS Rohtak. Also, the institute does not have any caste-based reservation so the quality of the crowd is not compromised at all. Lastly, AMU is a completely ragging-free campus.
So choose according to your priority.

If you haven’t received your permanent certificate from RGUHS, you should contact your college or university. There can be two likely cases - your college hasn’t forwarded the convocation form to RGUHS, or you forgot to submit the application form.
If you have the original application form and you haven’t submitted it, you can contact RGUHS. They will verify your MBBS mark sheets, certificates and provide you with the degree certificate.

The infrastructure appears to be adequate for a college that was founded only a few years ago. There are structured OPDs as well as special OPDs. The hypertension and diabetic clinic, pain clinic, and rheumatology clinic are all available. The standard USGS, CTs, MRIs, and echo are all fully operational. Cardiology and Nephrology departments have been established. Renal biopsy procedures are also carried out. To function fully, it will take time, but AIIMS Raipur is a thousand times better than AIIMS Bhubaneshwar.
The AIIMS campus in Bhubaneshwar is filthy. There is no sense of organization or management. The MICU there is crammed with 30 patients, with no standards or protocols in place.
