If you are efficient and hard-working, then NIT Surathkal can be the best choice for you. If not, then you can go for BITS Goa.
Depending upon various factors, the IT department of NIT Surathkal is slightly better. It is so because it is one of the most reputed NITs in the country, and IT is several steps ahead of ECE.
If BITS Pilan would have been your other option, the thoughts would have turned around. But since it is BITS Goa, then your choice must remain NIT Surathkal.
Both the college you have mentioned are not directly related. There’s nothing in common besides the brand name that they carry.
Let’s talk about the institutes one by one.
BIMTECH, Greater Noida:
Jayashree Mohta is BIMTECH’s Chairperson & Dr. H. Chaturvedi is known to be BIMTECH’s Director
BITS Pilani, Goa:
Kumar Mangalam Birla is BITS, Pilani’s Chancellor & Raghuram Gunaje is BITS, Pilani’s Director.
Both of them belong to the same BIRLA Family but were started by different people. BITS Pilani was started by St. G.D. Birla. Whereas BIMTECH was started by Late Syt. B.K. Birla (youngest son of Late G.D. Birla. Hence, both the institutes are different and offer different courses.
All of the mentioned institutes are very reputed and considered among the top engineering colleges in India. The academics and course curriculum are the best with excellent placement opportunities. A lot of reputed companies are known to visit the campuses with decent salary packages.
Students take programming very seriously and practice it a lot as it is one of the necessary skills required to become a computer engineer. The companies select students based on their coding skills and knowledge rather than looking for academic credentials. You will be selected based on your profiles on GitHub and Topcoder. Salary packages range from 5-50 LPA depending on your skills and experience.
I have some friends who have become managers in computer engineering through personal learning and luck too. To rank these colleges, I would put NIT Calicut first, then NIT Surathkal and BITS Goa at last. The NITs are excellent and only the main campus of BITS Pilani is comparable to the NITs.
First of all, you need to understand what you want. Do you want higher education or a placement? Then ask yourself whether you want only computer science because you love the subject or simply because you want a good placement.

ENI and ECE are technically different branches but they are almost the same. Except for the high fee of BITS Pilani, I do not feel BITS Pilani or Goa campus is anything less worthwhile than NIT Calicut. In fact, if you want only placements, then BITS Pilani any campus should be your choice.

I have few friends from both NIT Kurukshetra and BITS Pilani, so I think I can answer the question. First, I would like to clarify that NIT Kurukshetra does not offer EEE, it offers EE. These two branches are quite different.
The only advantage of NIT K is the low course fee. So, given the option choose BITS Goa.
You can opt to enroll in BITS, Goa for Chemical Engineering only if you are positive to pursue your career in that field, or if you are simultaneously planning for any in-depth research activities in chemical engineering-related fields in the upcoming years.
However, the older IIITs are comparatively better in terms of providing the best of everything, than it is in the newer ones. But, if you are personally considering the branch, then CSE has always been ahead of the list in terms of placement opportunities as opposed to Chemical.
For CSE, BITS Goa is the best option among the colleges mentioned here. The student crowd for the branch is almost as good as BITS Pilani. The cutoff difference between the campuses isn’t much.
BITS Goa CSE placements are pretty good. According to the placement highlights, the average package for the branch is INR 12 LPA.
The coding culture at BITS Goa is better than all the institutes mentioned here.
The Goa campus of BITS boasts of having a library that has a huge collection of reference books. Books can be borrowed on a day-to-day basis. The library does not have much crowd on normal days and you can have long study sessions there.
You can prepare yourself for the lab exams in the computer center. It is very much like preparing for the exams in the library. As the exams come nearer, you will find more and more people in the library devouring their books.
You can request the faculty to allow access to datasheets, manuals, and other materials you will need for your exams.
Almost all of the students except the FE ones get single rooms which is also another great feature about the study environment of BITS Goa.
