There are no such specific prerequisites. You can develop an interest in coding within one year if you are interested.
The programming courses in the first year entail the comprehensive usage of C. It definitely is an extensive course and will take up time. You will learn the basics of it in the first year. The course includes parts like Functions, Pointers, Linked Lists, Data Structures, Object-Oriented Programming, etc.
Although, having knowledge of Python helps. If, however, you've arrived with no knowledge at all of what that is, then it is fine too. Classroom teaching does not help that much for learning to code. Mostly, you will need to learn the aspects of this language with your own efforts.
If you have any spare time, learning basic front-end web development will assist in the long run as well, like HTML, CSS, JQuery, and Javascript (If possible). This will help explore a variety of other opportunities outside your curriculum.
Among these three colleges it will be better if you go for CSE at MSIT. As CSE is the most sorted department which will provide you with immense opportunities in the corporate field.
It is recommended that you do not opt for Thapar or especially electronics and instrumentation, as your scope will become limited. CSE or IT will open several gates for your future ahead.
Since you do not have any inclination towards any branch, a core branch like ICE which will require you to be one of the top students in the batch to secure a good job in the core company. Or you will get offered a job from mass recruitment companies.
So it is better to pay less for your undergraduate degree, stay in Delhi and pursue the course in demand.
According to my brother's experience, if you want to pursue CSE then NIT Nagpur is one of the best places. However, if you have less interest in CSE then go for IT from IIIT Allahabad.

IT at VIIT Pune seems to be a better choice than IT at GCE Karad because of the quality of education it offers.
VIIT Pune is therefore a better choice than GCE Karad given its excellent opportunities and placement scenario. However, being a private college, it charges high fees and the cost of living in Pune should also be considered.
CGC Landran is a very popular college and it is affiliated with Punjab Technical University. The faculty of this college is average but the placements and infrastructure are very good.
Various IT companies like Wipro, Cognizant, Capgemini visit the campus for recruitment and you can easily secure a job if you can maintain at least 65% in your B.Tech. If your percentage is even higher, then you can even get selected into top companies like Microsoft and Mu-sigma.
You can easily get a job in IT service by preparing for Arithmetic, Reasoning, English. Also, improve your coding skills for which the college does provide extra classes. But getting into a product-based company will be a little difficult as these companies only recruit 4-5 students who have very good knowledge of their fields.
If you are unable to get into a product-based company then start preparing for GATE, build some cool projects and receive some certifications too so that you can make your profile strong and your chances for recruitment will increase further.
Also, most of the HRs look for candidates who have qualified GATE examination, so it can be a plus point in your resume.

Mechanical is a vast field as well because you'd learn everything related to mechanical processes and even production scheduling. So clearly check your interests and goals before deciding.

College has regular bulk recruiters that will recruit 50-60 students. The median package is around 8-9 LPA for BTech with highest package of 21 LPA. MPSTME homes more than 300 companies for its placement process and although majority of them recruit for Indian locations, there are a few companies that provide international placement. And if you have worked on your resume well, no one stops you from applying to your dream company.
