You should choose BITS Hyderabad/Goa. BITS Goa CSE is considered to be on the same level as the Pilani campus. The Hyderabad campus has made some radical improvements over the last few years, as well. Due to the presence of Hyderabad IT hub, the placement and career opportunities available are ample.

IIT Roorkee, BITS Pilani, and IIT BHU CS are definitely excellent but IIIT Hyderabad wins the race when it comes to CS. It’s second only to IISc Bangalore, IIT Bombay, and Madras. Because of only 2 branches, the entire focus of the Institute is on CS only. The opportunities, ambiance, and faculty are aligned with the requirements for a good CS branch. Another good option is IIT BHU because of its high ROI.
Having known a few friends in all 4 institutes, I can confidently say that those who chose IIIT Hyderabad CS over IIT Roorkee are doing better now. The IIT tag certainly is helpful but only to a limited extent. The exposure provided by IIIT Hyderabad and its excellent placement opportunities overshadows the much coveted IIT Tag making it a better choice among all institutes. But those looking for stability, facilities, academia, and vast opportunities can go for IIT Roorkee.
BITS Pilani accepts international students who have attempted SAT. To be eligible you will need to appear for the Grade 12 (qualifying) examination, SAT, and SAT subject tests (in Physics, Chemistry, and Mathematics level 2). 2390 in SAT is a good score and you are likely to get selected for admission.
NIT Trichy will be difficult to get especially for CSE. The required cutoff is quite high for NIT Trichy. However, you can still apply for the program and if you are lucky you may get chosen. Generally, it is difficult because NIT Trichy is considered as one of the best NIT’s and it ranks over many IIT’s. You can also go through Google’s “DASA program in India” for admissions in other branches in different NIT’s.
Go for NIT Rourkela if you are getting a seat in CSE. It is considered as one of the best NITs for CSE.
The coding culture at the institute is outstanding and still developing day by day. You will be offered great exposure at NIT Rourkela. However, the institute has very high cut off and the competition is high.

BITS Pilani is a good option but not for ECE. It would be better if you go for CSE at NIT Rourkela.
Choosing neither of those choices would be outright foolishness. You would be foolish if you waste the chance of getting a seat here.
BITS Goa and top NITs, both have their merits. Speaking from a friend’s experience with BITS Pilani Goa campus has great opportunities for CSE and for the overall development of students as well.
You can talk to someone from NITs about how things are there to get an idea, and then make a choice. Both institutions produce good engineers, so irrespective of what you choose, it will help you if you use the opportunity and facilities offered properly.
Among the 3 institutions mentioned above, I would suggest you go for BITS Pilani Goa or Hyderabad campus. Being a student of BITS Goa myself, I can say that it is one of the best colleges in the country.
