New Delhi: The fourth phase of the centrally sponsored scheme for the "Establishment of new medical colleges by upgrading district or referral hospitals" has been proposed by the Union Health Ministry. It aims to establish 100 new medical colleges by upgrading district hospitals by 2027 in order to further improve the nation's healthcare infrastructure.

According to government sources, who were quoted by NDTV, the colleges will be established under this scheme at an estimated cost of INR 325 crore each college based on a central and state contribution of 60:40.
The Health Ministry's proposal has been approved by the Department of Expenditure, and a cabinet note has already been prepared regarding this.
"A Cabinet note has been drafted," stated an official source. "The plan to set up 100 medical colleges by upgrading district hospitals in the fourth phase of the scheme has been approved by the Expenditure Finance Committee (EFC)."
Details about the Central Scheme
The Northeastern and Special Category States are funded in a 90:10 ratio between the Center and the State.
157 medical colleges were approved over the course of the last three phases, and 93 of them are already operational while others are still under construction. These 100 proposed medical colleges would be built in 100 districts with a population of more than 10 lakh people that do not currently have any private or public medical schools.
The source stated that the centrally supported programme now includes a new provision of INR 10 crore per nursing institution for the establishment of current 157 medical colleges that have already received approval in the first three phases. However, this will necessitate changing the NMC's current minimum standard requirement criteria, which forbid the attachment of medical and nursing colleges.
