UGC to Add 25% Supernumerary Seats for Foreign Students in UG & PG Programs, No Entrance Test Required for Admissions


New Delhi: UGC Chairman, Jagadesh Kumar has announced that Universities and Higher Educational Institutions (HEIs) in the country will now offer up to 25% supernumerary seats for foreign students who are seeking admission to UG and PG Courses. 

In addition to this, foreign students will now be able to apply for UG and PG admissions without appearing for any admission test. These initiatives will be followed as per the guidelines drafted by UGC to facilitate the extensibility of Indian universities and educational institutions. 

The decision to increase supernumerary seats was taken by UGC to increase the number of foreign students in Indian universities. The final approval for the same was given during a discussion session held on the "internationalization of UG and PG programs in India". 

After much consideration, the University Grants Commission has permitted HEIs to add up to 25% supernumerary seats for international students, or over and above their total admission seat availability for admission to various UG and PG courses. 

All concerned universities and higher educational institutions are directed to follow the detailed guidelines/regulations issued by the regulatory bodies regarding the admission intake of international students and requirements of infrastructure, faculty, etc. 

Informing about the decision, UGC Chairman said, "The supernumerary seats will be created over and above the total sanctioned strength and the decision regarding these seats will be taken by concerned HEIs according to issued specific guidelines and regulations".

"HEIs may admit international students based on the equivalence of entry qualification held by them. The equivalence is to be determined by UGC and its recognized body for such a purpose. HEIs may adopt a transparent admission process for admitting international students" he added. 

Candidates must note that admission under supernumerary seats will not be offered to students who are pursuing their education under any exchange programs or through a Memorandum of Understanding (MoU) between institutions or between governments and other countries.

Universities will offer admission seats to eligible candidates through the transparent admission procedure issued by the commissions. To apply for admissions, candidates do not have to appear for any entrance examination used for the admission process in India. 

These supernumerary seats will be reserved for those international candidates who possess a foreign passport and meet the qualifying criteria released by the commissions. In case if seats are vacant, it shall not be allocated to anyone other than an international candidate. 

"All details regarding the number of seats available for international students in each program, fee prescribed for the same, admission process, eligibility conditions, etc. shall be made available on the website of the HEI”, UGC Chairman, Jagadesh Kumar explained.
