UGC Seeks Feedback on Draft Amendments in ODL, Online Program Regulations by March 15, 2022; Details Here


New Delhi: University Grants Commission (UGC) is inviting feedback on the draft amendments to regulations of open distance learning (ODL) and online programs. Interested stakeholders can send their suggestions on the draft by March 15, 2022.

As per UGC, the draft for promoting online distance learning and online education programs has been prepared in accordance with NEP 2020. Those who wish are not satisfied with the same can send their comments and feedback on UGC's website at deb.ugc.ac.in. 

In addition to the draft feedback submission, the UGC has also shared that the rankings requirements for NAAC and National Institutional Ranking Framework will be valid for the three academic years. 

Following the amendments made by UGC, the requirements for NAAC and NIRF Rankings will now be valid for 2021-2022, 2022-2023, and 2023-2024 academic years. Thereafter, the commission will review the same for academic sessions 2024-2025 and onwards.

Talking about the UGC amendment draft, the commission said, “Keeping in view NEP 2020 recommendation to have Gross Enrolment Ratio (GER) of 50% by 2035 and to further promote ODL and online education, UGC constituted an expert committee to review existing ODL”.

The newly constituted UGC expert committee will be responsible to ensure the quality and accuracy of the online regulatory framework for promoting ODL and online education. The committee will be driven by a simplified recognition system and processes, UGC further added.

Earlier, UGC had accepted the Draft amendments to ODL during its 555th meeting held on February 12, 2022. The meeting was held in the presence of stakeholders and commission members. 

As per the UGC, interested stakeholders who wish to review the newly drafted regulations on promoting open distance learning (ODL) and online programs can do this by simply visiting the official website of the commission at deb.ugc.ac.in. 

The main objection of regulations on ODL is to ensure the quality as well as the inclusive, participatory, and holistic approach to distance learning and online regulatory framework. With this, the commission aims to offer quality online education facilities to all students. 

Meanwhile, UGC Chairperson M Jagadesh Kumar had stated that universities will soon be able to collaborate with Edtech companies in order to offer online undergraduate and postgraduate courses to students. 

The opportunity will be provided to UGC-approved colleges and universities under the amendments Open and Distance Learning Programmes and Online Programmes Regulations, 2020, he added. 

To make an error-free amended draft regulations, UGC has sought feedback and suggestions from its stakeholders by March 15, 2022 at deb.ugc.ac.in.
