UGC Orders Higher Education Institutions To Increase International Student Capacity By 25%


New Delhi:  The University Grants Commission (UGC) has declared that colleges and universities in the country may establish up to 25 percent supernumerary seats for international students, provided that they implement a fair admissions policy.

It should be noted that the UGC released a draft of "Guidelines for Admission and Supernumerary Seats of International Students in Undergraduate and Postgraduate Programmes in Higher Educational Institutions in India" to the public for comment last month and that it has since been notified.

"Over and above their total sanctioned enrolment for undergraduate and graduate programmes, HEIs may generate up to 25 percent of supernumerary seats for overseas students. 

The relevant higher education institutions must choose additional seats following the detailed directives and regulations issued by the regulatory bodies taking into account the infrastructure, faculty, and other criteria "the instructions specified.

"International students may be accepted by Indian HEIs depending on their entry qualification equivalents. The UGC, any other organisation it has approved for this purpose, or the relevant national regulatory agencies are required to determine the equivalence. HEIs may use an open admissions procedure to accept overseas students, "the additional guidelines.

UGC Chairman Jagadesh Kumar stated that institutions would be free to determine their own admissions standards when discussing the requirements for admitting international students. "Universities are free to decide how they will admit international students. UGC requires no such entrance exam to admit international students, "explained he.

The UGC stated that international students enrolled in exchange programmes, through memorandums of understanding (MoU) between institutions or the government of India and other nations would not be included in the 25% extra seats reserved for international students.

"Wherever practicable, efforts should be made to divide these 25 percent seats among all departments, schools, centers, or other academic units of the higher education institution, depending on the availability of facilities and qualified teachers. The extra seats will only be available to overseas students in both UGand PG programs.” 

“A seat in the supernumerary category will only be given to an overseas student. In this sense, an international student is someone who has a passport from another country,” the instructions stated.

According to information from the Ministry of External Affairs, 23,439 foreign students had come to India in 2021. However, the number was higher before the epidemic. In 2019, more than 75,000 foreign students entered India for higher education.
