UGC Invites Comments on New Draft Regulations for 'Deemed to be Universities'


New Delhi: On its proposed regulations for the University Grants Commission (Institutions Deemed to be Universities) for 2022, it has requested comments. Before emailing dtbu2022@gmail.com by November 18, students, professors, and other interested parties may submit their thoughts.

With the implementation of the National Education Policy (NEP), the Commission claimed that the nation is undergoing a significant transformation. With the assistance of an expert group, the Commission reframed the rules to be more in line with the broad policies of higher education.

"On February 20, 2019, the University Grants Commission published the University Grants Commission (Institutions Deemed to be Universities) Regulations, 2019 in the Indian Gazette. According to a UGC official statement, these regulations were announced in order to "regulate, in an orderly manner, the process of declaring institutions of academic excellence as deemed to be universities; and further, to maintain the quality of higher education imparted by institutions deemed to be universities consistent with the ideals of the concept of a university."

Important Aspects of DTBU Regulations

The governance structure of considered universities will be comparable to central institutions in accordance with UGC regulations. Applications for presumed university status will be accepted from multidisciplinary institutions with at least 5 departments or from a group of institutions with at least 5 departments all located in the same city or town.

NAAC "A" grade with at least a 3.01 CGPA for three consecutive cycles, NBA accreditation for two-thirds of eligible programmes for three consecutive cycles, ranking in the top 50 of any given NIRF category for the past three years continuously, or ranking in the top 100 of the overall NIRF Ranking for the past three years continuously are the requirements for eligibility.

"UCC Expert Committee must review the academic parameters for Deemed to Be Universities with NAAC less than 'A' grade or ranked more than 100 in current NIRF ranking (Universities category). If the faults cited by the UGC Committee are not corrected, the UGC Committee may advise revocation of status, it was added.

Admissions to the deemed universities will be based on performance in an entrance exam that is administered by the university or by a government agency. The fee shall be clearly determined, and the Deemed to be University may offer scholarships or fee reductions, or it may assign some seats to deserving students from socially and economically disadvantaged sectors of the community. The reservation policy must be followed, and these universities may provide online and remote learning courses. Inspections by the government or UGC are possible, and if there are violations, the so-called universities will be required to pay a fine.
