New Delhi: Union Grants Commission (UGC) has made changes in its National Higher Education Qualification Framework (NHEQF) to offer students an opportunity to pursue dual degree courses at foreign universities with ease.

As per the framework, students will be assessed on the basis of learning outcomes. With this, those who could not enroll in courses due to varying levels of qualification framework will now be eligible to apply for admission to various degree courses at foreign universities.
Following the changes made in NHEQF, the higher education institutions have established assessment criteria for students and divided them into 5 to 10 levels. The level from 5 to 10 has been reduced from earlier 4.5 to 8 levels. The school education will cover 1 to 4 levels.
This education framework will be applicable from graduation to PhD level of education. The purpose of this education framework is to evaluate the student's knowledge and skills and offer them employment opportunities based on their learning outcomes.
While talking about the world, Scotland has the highest level of 12 in higher educational institutes, followed by New Zealand, Australia, and Malaysia with level 10 and Europe with higher education up to level 8 in educational institutes.
Similarly, Hong Kong and Singapore offer education up to level 7 in higher education institutes, while Thailand has an education level of 6. In India, the National Skill Qualification Framework (NSQF) of AICTE and the Ministry of Skill Development is also from levels 4.5 to 8.
Informing about the changes in NHEQF, UGC Chairman Prof M. Jagadesh Kumar stated that the framework has been revised so that there will be a uniform qualification framework across the country. The framework will be based on the learning outcomes of students.
Adding to the statement, he said, “This will benefit the students the most. They will be able to switch to any program; on the lines of school education, in higher education also, students will be assessed on the basis of learning outcomes every year".
In addition to this, the UGC will also implement the multiple entry and exit system in educational institutes and colleges from the academic session 2022-23 in line with NEP 2020. This new education system will allow students to exit their courses/programs midway with ease.
Students who had to leave their education in between will be offered course certificates based on their academic scores. Additionally, students of any stream will have the freedom to choose the subject of their choice and receive the certification for the same.
