Foreign universities operating in India not allowed to hold online classes: UGC Chief


New Delhi: M. Jagadesh Kumar, the head of the UGC, said today that any international colleges opening branches in India will only be permitted to hold offline sessions as per the UGC Guidelines for Foreign Universities. 

In a news conference, Kumar made it clear that no foreign university will be permitted to establish campuses in India without first receiving approval from the UGC. Without the UGC's approval, no foreign higher education institution can establish campuses, according to Kumar. However, if certain requirements are met, the approval given to foreign universities will be renewed in the ninth year.

Additionally, they won't be permitted to provide online classes. Foreign universities can only provide full-time physical-mode programmes. He went on to say that while universities will be able to design their own admissions procedures, they "will have to ensure the quality of education given at their Indian campuses is on par with their main campus".

In addition, universities have the authority to determine the cost structure, but they must make sure it is open and reasonable. Additionally, rules specify that universities are permitted to offer need-based scholarships.

Kumar made sure that all funding-related concerns would be handled in accordance with the Foreign Exchange Management Act in order to prevent turmoil in the transfer of cash. By the end of the month, more information regarding the same will be announced.
