New Delhi: According to officials, Delhi University is planning to increase the cost of PhD thesis evaluation by more than INR 2,500/- for all students. For students on fellowships, the thesis submission price, which was formerly INR 5,000, is expected to increase by 50% to Rs 7,500.
As per Delhi University, the prices for students without fellowships are projected to increase by more than 80%, from Rs 3,000 to Rs 5,500 for PhD thesis evaluation. Dean of Examinations DS Rawat defended the increase by saying that it was not a significant increase and that the entire system was being moved online.
A university representative announced that the fees will now include the costs for submitting theses and provisional certificates. He asserted that in the past, students had to pay to submit their theses and receive provisional certificates. According to the new regulations, they would pay all the costs at once.
Dean of Examinations DS Rawat said, "Earlier, students had to pay 500 for a thesis submission certificate and provisional certificate. That is now being increased to Rs 750 each and will be submitted along with the thesis submission fee" he said.
Adding to the statement, he said, "Moreover, the thesis submission fee is only being increased by Rs 1,000, which is not a substantial increase. The entire process is being made smoother and the students will benefit from it".
On November 22, 2022, at the forthcoming Academic Council Meeting, a resolution will be made in this regard. Yogesh Singh, the Vice Chancellor, used his "emergency power" in October to approve the modification of the honorarium for the thesis examination.
The pay for evaluating theses is anticipated to rise for Indian examiners from INR 1,500 to INR 5,000 and for international examiners from INR 1,500 to INR 8,126.33 (USD 100). The pay for conducting viva-voce would increase for Indian examiners from INR 1,000 to INR 2,000, and for foreign examiners from INR 1,000 to INR 4,063.16 (USD 50).
Naveen Gaur argued that the institution must first justify any fee increases. "They should first tell why the fee is being hiked as it is a public-funded university. They should tell whether they asked for money from the government first before increasing the fees for students", said Gaur.
