New Delhi: The education sector received the highest amount of Rs 16,278 crore in the Delhi Budget 2022-23 with Deputy Chief Minister Manish Sisodia stating that the government's priority will be to build a boarding school for homeless children and a scientific museum within a school.
However, the sector's total budget was reduced from Rs 16,377 crore, the previous budget. Sisodia, who is also the education minister, suggested a total outlay of Rs 16,278 crore for the education sector in the fiscal year 2022-23, including Rs 14,412 crore in revenue and Rs 1,866 crore in capital expenditure.
It accounts for 22% of the overall budget outlay of Rs. 75,800 crore, making it the largest allocation. Sisodia recommended Rs 10 crore for the establishment of a residential school for homeless children, stating that the government has made various steps to give basic education to these children, but that these efforts have only been partially effective.

Sisodia said, “It is not possible to get quality education unless basic facilities like food and shelter are in place. The Delhi government has decided to set up a boarding school with modern facilities for these underprivileged homeless children. These schools will try to bring them into the mainstream of society”.
During the post-budget press conference, Delhi Chief Minister Arvind Kejriwal also mentioned the idea, saying that previous efforts in this area had not yielded the expected results due to a lack of personal touch.
Speaking about the plan, he stated that the children would receive emotional and psychological care at the school, which will have "five-star" amenities.
“When you stop at a traffic light, you don’t pay heed to a child knocking at your window. Till date no government has paid attention to the children standing at the traffic lights that is because they are not vote banks'”, Kejriwal said.
“We will take care of them. Our government will build an excellent school for those children, they will stay there and study there. We will make them better citizens,” the chief minister added.
During his address, he also mentioned establishing a science museum in a Chirag Enclave school. The museum will bring science ideas to life via books and movies to help students better grasp them.

“This school science museum will play an important role in developing curiosity and interest in science among children. I make a provision of Rs 50 crore for the School Science Museum in the Budget,” he said. During the budget speech, Sisodia said the ‘happiness curriculum’ and ‘deshbhakti curriculum’ have been successfully implemented in all government schools of Delhi.
According to Sisodia, almost three lakh students from Delhi government schools in classes 11 and 12 have worked on 51,000 business concepts as part of the Business Blasters programme, which will also be implemented in private schools.
In response to his previous budget address, in which he stated that the government intended to turn all school classrooms into smart classrooms within the next five years, Sisodia stated that the pilot project had been finished.
Beginning this year, we will begin the process of converting all classrooms in government-run schools to digital classrooms, which will take four years to complete. According to him, the government has established a modern Montessori lab at Sarvodaya School in Rajendra Nagar.

“Montessori lab plays a very important role in the development of early childhood education. We will set up similar Montessori labs in 100 more schools in the coming times,” he said.
In addition, the government has begun work on constructing sports facilities in 100 selected schools based on the requirements of the children.
On the issue of higher technical education, Sisodia stated that five new universities were established in Delhi after the AAP government took power that include Delhi Pharmaceutical Science and Research University (DPSRU), Netaji Subhas University of Technology (NSUT), Delhi Skill and Entrepreneurship University (DSEU), Delhi Sports University (DSU), and Delhi Teachers University (DTU).
DSEU's fifteen campuses have already begun operations, and studies at the university's 11 additional locations will begin this year, with 2,500 more children eligible for enrollment. He also revealed that the DSU has begun the process of admitting around 250 athletic talents from throughout the country.
"These athletes will be developed to become future Olympic winners. The DTU has also begun work at full speed, and are doing our best to give B.Ed courses beginning with the next session after receiving appropriate clearance from the central government, Sisodia added.
