Central Government Grants INR 322 Crores for the Establishment of New GMCs in J&K


New Delhi: The Central Government has sanctioned a budget of more than INR 322 crores under an initiative supported by the Centre to improve the state's healthcare infrastructure for the development of new government medical colleges in the Jammu and Kashmir area.

In this context, the Health & Medical Education (H&ME) Department has announced the recertification of funds under the Centrally Sponsored Scheme "Establishment of New Medical Colleges linked to District/Referral Hospitals" for the 2022-23 fiscal year.

As stated by Daily Excelsior, the released funds total INR 322 crores, which the H&ME described as the unspent balance of 2021-22 under the Centrally Sponsored Scheme "Establishment of New Medical Colleges connected to District/ referral Hospitals."

For the formation of the medical college in Handwara, the government has released INR 173 crores, which has been placed at the disposal of the Principal of GMC Srinagar. For the establishment of the medical college in Udhampur, the government has granted and placed at the disposal of the Principal of GMC Jammu over INR 140 crores.

According to a spokesperson, Rs 115 crore would be used to build administrative and academic buildings, Rs 80 crore to build dormitories and other housing for students and teachers, and Rs 60 crore to upgrade the district hospital's current teaching staff.

Atal Dulloo, Financial Commissioner for Health and Medical Education, stated that opening new medical colleges will raise the district's access to healthcare professionals and improve the quality of healthcare services.

He believes opening new medical colleges will support accessible medical education in the union territory while expanding job opportunities and raising healthcare quality in the public sector.

According to the report, all authorizations/approvals and approvals must be in place before the withdrawal of funds from the treasury, and expenses must be incurred strictly following the scheme's guidelines and the conditions outlined in the ministry's sanction letter, with no re-appropriation or diversion of funds at any level.
