The preference should be firstly based on the branch and not on the colleges. Opt for the college where you get the branch of your choice. It's not college that matters but rather it's the branch. If you get the branch of your choice, you will be more likely to study that well and attain a successful future.

If you think that you will take EEE in NIT Goa and then change the branch to CSE, then it's nearly impossible. There are high cut offs for changing the branch and it happens after following a certain set of rules that is not possible. So choose wisely as your career depends on it.
As a former EEE student at BITS Goa, I would not recommend taking up EEE at BITS Hyderabad if you want a career in the field of software engineering.

First of all you need to lose this ideology that ECE has more scope and mechanical or aerospace engineering has less scope. Every field has top notch research going in it and provides dynamic and challenging work opportunities.

Jadavpur University is ranked 5th among the universities in India. The Department of CSE at this University is renowned for its placement and academic support
NIT Warangal is also one of the most reputed engineering colleges in India. They have a good infrastructure, a rich alumni network, and provide quality education to their students. The department of EEE is gifted with well-qualified professors and the placement statistics in recent years have been comparatively high at NIT Warangal
Hence, you can choose any of these institutes, and initial priority should be given to your interest in the core subject.
LPU’s Electronics and Electrical Engineering department is one of the popular departments of LPU. Smart Sensors and Systems, Biomedical Signal Processing, Intelligent Robotics, 4G/5G Technologies, IoT/Embedded Systems, VLSI/Chip Design, Hybrid Electric Vehicle Design, and Industry 4.0 are the expertise of this BTech EEE department, with the help of highly experienced faculty.
If I talk in terms of fees, the total fee is INR 11,20,000. There are various scholarship opportunities for LPU BTech EEE students. Scholarships are based on percentage in the qualifying exam, LPUNEST, CUET, and JEE Main.
So, from my point of view, LPU is a good choice for a BTech EEE course.
