No, if a student fails or absent in a lab exam in MAKAUT he does not necessarily get a year lag. In case you face a similar situation and somehow are not able to appear for a lab exam, contact your faculty and they will give you passing marks. The lab exam is of 100 marks that comprise other aspects apart from the lab exam itself. These include

Divided into attendance
Lab assignment
Lab performance

So even if you do not appear for the lab exam you will be marked on the above criteria and get passing marks. Honestly, you don't need to worry about the lab exams at MAKAUT as it's nearly impossible to fail.
