I have a 5.8 CGPA in B.Tech from PTU. Can I aim for an MS from Canada?

The prerequisite for MS from Canada for most top universities and public colleges is in the 7.0-7.5 CGPA. It’s not likely that you will get into a good college with 5.8 CGPA. You have the option to apply for private colleges in Canada. Note that private colleges are not well-reputed in Canada.

Since your GPA is low, it will be difficult to get decent universities for MS in Canada. But if your profile is strong, you can consider applying. Admission to the universities of Canada is GPA-oriented. So, check and see whether anyone with a similar GPA has gotten admission. You can check Concordia University, Dalhousie University, University of Windsor.

With this score, you are out of options for good colleges if you are planning for an MS in Canada. As any, A cadre university would not admit you with this low CGPA. Not even B cadre university or public colleges will accept this score 

The only chance you have is to opt for MS in Canada in a private college. However, you may have very few options. Even for the PGWP, the private colleges are given the least consideration, and thus applying for MS in Canada is of no use.

Your best possible option for an MS in Dubai. There's a chance of getting a good University with the given CGPA or else studies in India only. If only a foreign tag matters more than the reputation of the university, then opt for any private University in Canada.
