Both ISM Dhanbad and IIT Bhubaneswar are well-known institutions for engineering education in India. Here are some points to consider when comparing the mechanical engineering programs at these institutions:

It is difficult to say which institution is better as it depends on individual preferences and priorities. However, both ISM Dhanbad and IIT Bhubaneswar are highly respected institutions for engineering education in India, and graduates from both institutions have gone on to successful careers in the field of mechanical engineering.
One of my friends studied at ISM and he had a quite good experience there so it would be highly recommended to go for ISM for mechanical over IIT Bhubaneswar, given that it is a very old college that has an established mechanical engineering department quite successfully.
Here the students will have all of the amenities that might be needed. High-tech labs with high-end CAD/CAM, automated CNC lathes, plasma cutters, and other equipment.
Mechanical Engineering is the best core branch at ISM, with Tata Steel offering the highest package of about 16.6 LPA in 2016. (PPO) records. The campus has been visited by major PSUs such as CIL, NTPC, NHPC, and other big companies as well.

This year, it also hosted the ASME Student Led Design Conference (SLDC) that makes it an excellent branch overall. CSE and Mechanical are the best and prime branches, with 96 percent and 98 percent placements completed this year respectively, much better than IIT Bhubaneswar. If you prefer ISM, you'll be in luck including the IIT tag that speaks for itself.
Infrastructure is critical in core branches; at ISM, the annual grant is 230 crores per year, indicating that we have some of the best infrastructures; you can't go wrong with Mechanical at ISM.
