Have the CS students of IIT Bhubaneswar been able to successfully build an Open source culture since the inception of CS branch in 2013?

Unfortunately, no. The students, although filled with a lot of enthusiasm to grow, have fewer opportunities and facilities at IIT Bhubaneswar. There is an effective shortage of faculty. The CS branch here has only a total of 5 professors for all the 4 batches. There are internet issues as well. The labs aren’t sufficiently equipped. There are no supercomputers for parallel programming. The college has been trying to expand its horizons since the beginning. There can’t be direct blame at any entity of the college. Newly admitted students are expected to team with their seniors and come up with new ideas and initiatives. The college can excel in such curricular activities only if the students leap over the boundaries set and create opportunities for themselves. And in the recent past, there have been improvements in the availability of opportunities for students in such avenues. This means the goal to build an Open Source Culture may come true in the near future.
