Which is better, IIT Bhubaneswar civil or Jadavpur ECE?

So it is always better to study in an IIT just for its brand value but Jadavpur University being a government college has lesser fees than IIT Bhubaneswar. IIT students are also given a higher salary package than Jadavpur University.
