No, one can not switch from iMSc. to B.Tech after the first year. The first year courses of both these programs are entirely different. But one can change one’s branch within the iMSc. to and from Physics/Chemistry/Maths.

IIIT Bangalore CSE is an outstanding choice in every aspect. It is way better than SVNIT CSE. But there is a drawback to IIITB. It only offers a 5 year integrated program (B.Tech + M.Tech). I have a few friends at IIIT Bangalore, and according to them, a B.Tech is always better than an iM.Tech.
Regardless, IIITB CSE is way ahead. You should definitely consider it, especially if the high fee is not a concern for you.
You should opt for SNVIT chemical. If you are inclined towards it and the placements are very decent with many recruiting companies. You will find a diverse environment here and will develop bonds and learn many new things. Also, the fests are one of the major attractions that give you a great experience of college life with new challenges whether you are in an organizing team or participating team. At the same time, the JEE ranking should be high enough to get admission to opt for chemical.
If you are interested in CS, then you should score 9.4+ in your first year. But if you have not studied CS before especially programming languages then it would be a very hard nut to crack. You can work on your weak topics in 1st year as nothing much is taught. If you are in Nirma then you would miss the college and hostel life, the best memories of college life.
If you like chemical engineering then go for it, never get trapped by the fickle-mindedness of people in society. Since in India, the tag of your college determines your intelligence level and capabilities so if you compare SVNIT Chemical with Nirma CSE, I would suggest SVNIT due to the opportunities it provides.
The CSE faculty of SVNIT might be a little better, but apart from that, NIT Surathkal is superior in every aspect.
The IT department of NIT Surathkal boasts of top notch lab infrastructure, and up-to-date curriculum for B.Techs. It focuses on project based learning. This means that every course has a practical component. A lot of work is expected from the students, and the time given for these assignments and projects is limited. This allows for quick learning, but it also demands a lot of hardwork from the students’ side. Even in terms of placement, B.Tech IT at NITK is way ahead.
Thus, I would recommend you opt for IT at NITK over CSE at SVNIT.
If you are not looking at the branch, then you should think about going to SVNIT for Mechanical. Having friends study in both the institutes, I might be able to provide some details about them.
However, if you have decided that you would like to go for computers and if you could handle that field, IIIT Vadodara is a pretty good choice.
But many people will also advise you to not compare the two branches as they are quite different. NIT Surat is a better option facility wise but let me tell you that getting a job in the mechanical core is quite difficult. A lot of students will also opt for software fields.
