These two institutes never disappoint you, so you can easily choose one among them based on your convenience.

The Civil Engineering program at NIT Rourkela is considered to be quite good. The faculty is well-qualified and experienced, and the curriculum is comprehensive and up-to-date.

My brother found MA 1001 to be quite difficult and uninteresting, however, his hard work and dedication allowed him to ace both these subjects. He did not let popular belief demotivate him and worked hard to score excellent marks in both these subjects.

In 2020, Civil Engineering received 21 offers. The minimum CTC stood at INR 4.1 LPA, the maximum CTC stood at INR 11 LPA, the average CTC stood at INR 5.97 LPA while the median CTC stood at INR 6 LPA.
If the placement figures don't satisfy you, you can take advantage of the light curriculum and inculcate good coding skills instead. This will help you get placed in the IT or Software sector where the opportunities are in abundance.
ECE at NIT Rourkela is good. However, this branch is tough compared to branches like Ceramics, Meta, etc. Some of the advantages of choosing ECE are the great placement opportunities, highly structured course curricular, etc. Whiles few of the cons of joining this branch are time-consuming workload, strict faculties, etc. The department is also quite further away from the hostels.
The two primary criteria to evaluate a branch's credibility are academics and job opportunities.
Academically, NIT Rourkela has a certain advantage over Jamshedpur because it is one of the top NITs. Moreover, the curriculum followed is rigorous and students are expected to maintain a high attendance. The CSE department in particular is very rigid, unlike NIT Jamshedpur which has a laid-back attitude with very lenient professors. It's quite challenging to score high marks at NIT Rourkela CSE especially its Data Structures and Algorithms which is a compulsory course for every branch in the first year. The professors are very passionate and learned so the classroom sessions are quite intuitive. But maintaining a high score may be a problem here so you can go for NIT Jamshedpur.

Talking about CSE placements specifically, NIT Rourkela's average package for CSE is INR 21.87 LPA while NIT Jamshedpur's CSE average package is INR 26.63 LPA. NIT Jamshedpur seems to be a much better option for CSE as it has better placements and also a flexible academic scenario.
There is no ‘best’ hostel because every student considers his own hostel better than others because it's the place he spent the best years of his life and gave him precious memories. Also, NIT Rourkela does not have hostels but Halls of Residence. That being said, my sister, an ex-student of NIT Rourkela considered her hall, Kiran Mazumdar Shaw Hall of Residence the best hall in NIT Rourkela.
Overall, KMS is the best hall of residence in NIT Rourkela that offers a peaceful and serene experience.
Ceramic Engineering is one of the least preferred branches in NIT Rourkela because of its limited scope and job opportunities. Moreover, it lacks demand in the country as of now. However, the scenario is slowly improving. Quite a few core companies like Vedant, TRL, OCL, etc visit for placements. Additionally, students of this branch can sit for companies from the IT sector as well as analytics so the opportunities offered in non-core jobs are plentiful.
I asked a senior about the placement scenario and he told me that in his batch, 80% of the students got placed. The highest stipend offered was Rs. 35,000 per month, and the lowest stipend offered was Rs. 7,000 per month. A few major recruiters included Vedanta, Sera, Somani, Jindal Steel, etc. In 2020, the highest package offered was 42 LPA , while the average package offered was 8.75 LPA . These salary packages are improving every year due to increasing demand. Most of the students from core branches got placements, while the rest of the students opt for higher studies.
Overall, the placement of Ceramic engineering at NIT Rourkela is great.
