No, you don’t have to pay the entire fees at once. LPU collects the programme fee and examination fee on a semester basis.
After taking admission at LPU, you’ll have to pay the various fees for semester 1 before the start of the semester, and according to the dates mentioned in the announcement. Otherwise, you might face issues like attendance blocking or extra penalty because of late payment.
You’ll have to pay the programme fee for the next semester before the lectures for your current semester come to an end. This means that you’ll have to pay the programme fee for the second semester before the lectures for semester 1 come to an end. The exam fee for sem 1 has to be paid along with the course fee for sem 2, or before that. The hostel fee is collected on an annual basis, and the entire payment has to be made at once.

I had a conversation with my friend recently, and he told me why he chose Int. BSc-BEd program at LPU. He told me that his course offers both subject-specific knowledge and pedagogical skills. Both of these are required for a bright career in teaching. Instead of completing his 3 year BSc and then opting for a 2 year BEd, he decided to choose the 4 year integrated programme to save some time.
