M.Tech Mechanical from NIT Agartala is a decent choice. After this course, you can become a researcher or join the workforce.

The faculty for Mechanical is quite supportive, and there is almost no pressure from their side. You’ll have to depend on self-study, but the freedom is unmatched. The lab facility isn’t top-notch, so students collaborate with other colleges for research work.

Data is not available for branch-wise placements. But overall, last year, out of 161 graduating M.Tech students, 106 were placed at a median package of INR 6.50 LPA.

Having a friend who is a student of NITA and attended the counseling of AKTU I think I might be able to answer your question.

He was in a similar situation as you are in right now. His UPTU rank was around 2800 and his JEE Main rank was around 33000.

According to some research I did, I think NIT Agartala is much better than IET Lucknow in terms of both core and CSE/ IT branches.
NIT Agartala has been ranked as the top 75th engineering college by NIRF.
In terms of CSE/ IT branches, the placement scenario at NIT Agartala is much better compared to IET Lucknow.
In terms of core branches, the placement record is also very good.
The average package is around 5 to 6 lakh per annum in core branches.
The top companies that recruit students from IET Lucknow include Byju's, Unacademy, Airtel, Idea, BSNL, Wipro, TCS Digital, TCS Ninja, etc.
The top companies that recruit students from NIT Agartala are Google, Microsoft, and many service-based IT companies.

Although NIT Agarta holds a bigger brand name, it is still a growing NIT. On the other hand, PEC has an older history of about 100 years and continues to flourish.

Here are some insights into the PEC according to my friends who completed their B.Tech from there.

Faculty: PEC has some of the best-experienced faculties and many research scholars. On the other hand, NIT struggles to have enough experienced professors as the NIT is newly established.
Location: Chandigarh is at advantage any day because of its easy proximity and being an education hub. It is better in terms of facilities and coaching centers too. Whereas, Agartala is at a huge disadvantage due to accessibility and opportunities.
Quality of students: You can see a huge difference in the cutoff trend of JEE Mains rank for both the colleges. In the case of NIT Agartala, about 50% of the total seats are reserved for home-state candidates in the range of 90k to 1.5 lakh. Whereas the cutoff trend is much lower at PEC with just over 60 K for branches like metallurgy!
Clubs: You can choose over various clubs at PEC Chandigarh. Theseclubs are well renowned and they have even gained respect in IITs during fests and events.

All in all, it is recommended to choose PEC Chandigarh any day over NIT Agartala. PEC definitely belongs to the league with NIT Surat, Allahabad, and others. However, if the NIT tag is all that you are looking for, then go for NIT Agartala.

One of my cousins, being a part of the institute, mentions that NIT Agartala has been amongst the list of most underrated technical institutes all over India. Since it is unfavorably situated in the North East side, which is commonly not the best hub for technical industries.

Dividing on the basis of every factor in hand, NIT Agartala is several steps ahead of NIT Mizoram.
In fact, NIT Agartala has been recognized better than NIT Mizoram in all possible ways.
Faculty, infrastructure, location, placements, college clubs and activities, work environment are better in NIT Agartala.

Your decision completely depends on your priority as to what is the most important to you, the branch or the college. Being a graduate from NIT Agartala, I would suggest you go for NIT Agartala rather than NIT Mizoram.

If college is the most important to you then you should go for NIT Agartala. The infrastructure is far better than most of the NITs.
You may have to face some trouble regarding the faculties as they are not up to the mark.
If the branch is your priority go for ECE, however, Production Engineering also has grown as a department. You can make your careers in Supply Change, Quality Management, and Control, etc.
Other than this, your choice should depend upon the location. Give preference to the one that's closer to your home.
Both the colleges are tier 3 Indian engineering colleges and the graduates have been working in companies with a package of 3 to 4 lakhs per annum.

According to my friends at NIT Agartala, it does not provide good placement opportunities and the highest CTC of the college is also decreasing day by day. But the placement at IIIT Allahabad is much better in comparison to NIT Agartala. The ECE placements are not better than CSE but you will get a good job from there.

NIT Nagaland has a NIRF 2020 rank of 67 and NIT Agartala has a rank of 52 in the engineering category. NIT Nagaland is an autonomous institution recognized by AICTE and UGC whereas NIT Agartala is a government institute that is to be a deemed university.

Admission-

To be eligible for admission, students are expected to have passed 10+2 with a minimum of 75% along with their JEE Main score.

For NIT Agartala, for programs like B.Tech, the total fees are in the range of Rs. 1 Lakh to Rs. 6 lakhs.
At NIT Nagaland, the total fees for programs like B.Tech lie in the range of Rs. 1 Lakh to Rs. 4 lakhs respectively.

JEE Main cutoff 2019 -

NIT Agartala - For the PE branch it was 28827 and 33637 as the opening and closing rank respectively for the General category. For reserved categories, the opening and closing ranks were 2763 and 11083 respectively.
NIT Nagaland - For the ME branch it was 27146 and 29838 as the opening and closing rank respectively for General category students from other states. For reserved categories, the opening and closing ranks were 1896 and 7826 respectively for students from other states.
