Considering various aspects like placements, infrastructure, environment, and placements, etc, IIEST stands out to be the better among the other two.
Cutoff:
The cut-off of BIT Mesra is very high and the reason behind this is 50% reservation for Jharkhand state, SC, ST, and OBC category students.
Course Fees: (Winning Institution - IIEST)
After the hike in fees for NITs, BIT Mesra is only comparable to NIT Rourkela, not IIEST. The fees of BIT Mesra are much more than IIEST and NIT Rourkela.
Alumni Base: (Winning Institution - IIEST)
All these three institutes were established in the ’60s and hance have strong wide-spread alumni networks. IIEST has a great alumni network with a rich legacy.
ROI: (Winning Institution - IIEST)
ROI is one of the most important factors to consider while choosing an institution. Among the three institutions, IIEST is the best institution in that regard. It has the lowest course fee among the tree.
The table below will give a comparison of the three institutions.

IIEST Shibpur
NIT Rourkela
Both the Institutes are good for mining with excellentfacilities like Wi-Fi, air-conditioned classrooms, laboratory facilities. Faculty members are also best, almost all the teachers are holding a Ph.D.So in short, the education facility as a whole is quite amazing and satisfactory for both the Institute.
If you are not looking only for the hallmark of IIT, then you should go for Mechanical Engineering in NIT Rourkela. NIT Rourkela is one of the top 10 NITs and is ranked under the top 20 best engineering colleges in India. It has an excellent pool of highly qualified and experienced faculties and offers well-furnished laboratories equipped with updated systems. The placement scenario of this college is also quite impressive and is growing. Many big MNCs and top PSUs consistently visit the college for recruitment and internship opportunities. Apart from these, this college offers a good Hostel facility and a ragging free environment.
On the other hand, choose Biotechnology in IIT Bhubaneswar only if you are interested in the subject. Since Biotechnology has limited scope in India, you can't expect a cushy package like other branches. Biotechnology has good scope in research and development. Some IITs, IISC, JNU, DU offers Ph.D. courses in Biotechnology. But if you are concerned with placement, you should go for Mechanical Engineering in NIT Rourkela.
ECE, CSE, and IT departments are excellent at BIT Mesra. Although other core branches at NIT Rourkela are much better.
A friend of mine is a student of BIT Mesra, so I have some idea about the campus. The campus is good and there are various club activities going on throughout the year. There are more than 10 student clubs of engineering departments, music, and culture including the Highlander Adventure Club, Engineering Society, etc.
Here's a table comparing the basics of both the institutes.

As you can see from the table above, BIT Mesra is so much costlier than NIT. The course fee will be half at NIT Rourkela. Choose BIT Mesra, only if you are ready to pay a huge amount of course fee.
The better decision among the two will be to join IIT Bhubaneshwar for ECE.
IIT’s are the top institutes of the country and the name is enough to make it stand out of others in comparison to NIT. You already have increased your chance incredibly of making into a Top-notch company when you get into an IIT. The college is placed in Top 10 IIT’s of the country. Although none of the batches have yet passed from the ECE branch from IIT Bhubaneshwar the average package in the college for other courses is pretty decent.
The campus of IIT Bhubaneswar is well-built and is the second-largest IIT in India. The faculty members are well-versed and use practical methods to suggest and help students with their doubts. They are very approachable, skillful, knowledgeable, and justifying for their roles.
The course curriculum is also very enhancing. The campus helps in the overall development of the student and hence it helps in developing a student in all the Non-curricular aspects as well. The living arrangements and the sports facility provided by the college is appreciable.
If someone needs to ensure progress and have a better scope on future opportunities, he/she must opt for IIT Bhubaneshwar.
If you are sincerely interested in coding, algorithms etc and you are ready to bet your career in this branch only, then NIT Rourkela is the best choice for you. This is because the CS department of NIT Rourkela is considered the best among all the NITS. The learned faculty pool combined with decent lab facilities and placements make it a good choice for CS aspirants. NIT Rourkela offers a number of opportunities to kick start your career in CS.
However, if you lack the necessary conviction and are still not very sure about your area of interest and the branch you want to choose then the safest bet would be IIT KGP. IIT Kharagpur is way ahead of NIT in every possible aspect be it placements, infrastructure, lab facilities, research culture and alumni network.
Additionally, IIT Kharagpur has a richer coding culture than NITs where coding is limited to the circuital branches and mathematics. Irrespective of their branches, IITians are generally inclined towards coding and are ready to learn programming. So even if you take the Civil Engineering branch, you are always open to involve yourself in programming activities such as the IITs coding culture . This is only possible if you are passionate enough to invest extra time and efforts apart from your main coursework. The final decision hence should be mainly based on your preferences and goals.
The cutoff marks for JEE Mains 2023 are the minimum marks required by the candidates to qualify for the JEE Mains 2023 exam and also for participating in JEE Advanced.

The JEE Main cut off 2023 marks is of two types namely qualifying cutoff and admission cutoff. You can check the expected JEE Main 2023 cut-off percentile created based on the difficulty level of the exam and previous years' JEE Cutoff marks from the above table.
The authorities will release the qualifying cutoff of JEE Main 2023 along with the declaration of JEE Main result 2023.
Your percentile of 80.65 does not guarantee a seat in NITs and IITs at least based on the expected cutoff. You will have to wait for the final result and see how things work out.
My friend is an NIT Jalandhar pass out so I can speak about that only. She regretted getting admission into NIT Jalandhar. She faced some serious problems
Faculty: The professors were below average in their teaching methods. Most lacked the basic knowledge and just read out from books. Moreover, if you don’t win their favor you get fewer marks in assignments. This affects your overall CGPA.
Crowd: It will be hard to find a diverse crowd here as most of the students hail from Punjab itself. Even their language is common within the campus.
Placements: Talking specifically about Mechanical Engineering placements, the condition is pretty bad. The average package this year was INR 7.87 LPA while the highest CTC was just INR 8.4 LPA.
Hostels: The first and second-year hostels do not have Wi-Fi connections which is a major drawback. Hostels 3-7 are also averagely built. Mega Hostels have better facilities in comparison to other hostels at NIT Jalandhar.
These are some shortcomings of NIT Jalandhar which might affect your overall experience. You can research the same for NIT Rourkela and make a comparison. In case NIT Rourkela is even worse, then NIT Jalandhar is your last option.
For CSE, NIT Calicut is the best option among these NITs. It offers better placements and career opportunities. According to the recent highlights of NIT Calicut placements the average CTC offered for CSE students is around INR 17 LPA+. Around 100% of students from the branch get placed each year. Microsoft, Infosys, Amazon, etc. are the major recruiters for the branch.
I have some friends at IIEST Shibpur and NIT Rourkela and based on what I heard from them, I will suggest that you choose the former. Here is why.
Here are the recent placement statistics at the institutes.

Go for IIEST, only if you are interested in doing research further, you can make some good contact there which will be helpful. But from a placement point of view, NIT R will be better for a CSE course.
