All the mentioned NITs are among the top engineering institutes in the country. Out of all the NITs in India, the best choice is NIT Rourkela. As some of my friends studied there I might be able to give you some reasons. These are:

Overall, NIT Rourkela is an excellent choice. After CSE and EC branches, the Chemical branch recorded the highest placements. The return on investment of college is decent. But you should opt for it only if you can deal with and function under strict regulations and laws.
Yes, chemical engineering at JNTU is good. If you are interested in chemical engineering, then it's the best place to pursue it.
Infrastructure: The Chemical Engineering branch started at the institute only a few years ago. It does not even have a specific departmental block. It shares the block of the Metallurgical department. CE also doesn't have their own labs. Students go to other departments to do their lab work.
Placements: The first batch of Chemical Engineering graduated in 2018 and it had good core placements. Companies like Vedanta, ITC recruit Chemical Engineering students. In recent years the average CTC offered at the institute is 9 LPA.
I will advise you to only opt for Chemical Engineering if you are interested. If a student needs only the tag and brand of JNTU then choosing a chemical branch will not be a good idea.
If you are interested in coding and aim to work in good corporate firms, then it is suggested that you go for CSE at NIT Calicut. But if you want an IIT tag, you can opt for IIT BHU. But this won't matter much afterward.
So, if you are focused on doing research then Chemical Engineering at IIT BHU will be a good option. You can also learn coding on the sidelines, which might be beneficial if you sit for placements.

The choice of studying in a college pursuing a particular subject is entirely up to you. Check where your strengths and weaknesses lie and then choose accordingly. Both institutes are good in their own way. But it is your hard work and dedication that will prove if CSE or Chemical will be good for you.
My suggestion will be the Institute of Chemical Technology, Mumbai. The reasons are mentioned below.
Chemical engineering is a part of many departments in NIT Rourkela or any other NIT but ICT Mumbai specializes in it. Hope it helps.
Chemical Engineering at Haldia Institute of Technology used to be one of the best courses at the institute. But with years the condition of this branch has gotten worse. The old faculty members have retired. The current faculty base is not that great.
I have a few friends from the institute and according to them, if you are keen on exploring the field of chemistry then Haldia would not be one of your best choice institutes. But the placements here are decent. In the 2020 placements, the highest and average CTC offered was 3.5 LPA and 24 LPA.
If you are a Civil student, my advice to you would be to prepare for the GATE exam once you are done with your degree. The placement is quite low for core companies. Many students also follow the same.
Chemical students are known to focus on jobs and have a good placement in analytics and software-based companies. Many of the top ones also land core jobs.
My suggestion would be to check the syllabus and pick the subject you like. You will realize which subject has good scope and what does not. As far as Civil is concerned, most students land jobs at L&T. But, they will make you work a lot and you will not be satisfied with the pay. This is not the case with Chemical engineering.
Chemical Engineering and ECE, both the branches are in demand. The major scope of Chemical Engineering is in chemical, food processing, pharma, medical industries, oil, and gas, etc.
The major scope of ECE is in android, mobile, and telecommunication. The majority of the students prefer ECE because of two reasons. The first reason being comfort. Secondly, after acquiring skills in programming languages, it is easy to switch to the IT or software field.

If you don’t have any particular inclination towards any branch you can go for ECE at IIIT Jabalpur.
Decide a branch that you prefer, after that go through the colleges of that particular branch. Pay attention to the college’s overall performance, placements, faculties, location, etc. as they are the major factors.

If you have no particular inclination, then choosing CSE may be better. As it has two domains, i.e. coding and non-coding. Plus, the internet is full of great ebooks and tutorials to teach you.
Considering the opportunities which may get available for you in the future, I would suggest you go for Chemical Engineering at NIT Surat as it would be a better option over metallurgy. As my sister studied there, I am very well aware of the college and its pros and cons.
